Teresa Arias in custody for kidnapping 7 yr old granddaughter, Jasmine Felix. Jasmine has been reunited with parents

DATE/TIME: January 19, 2016/ 6:00 p.m.

INCIDENT: PC 207, Kidnapping

LOCATION: 6600 block of Victoria Ave, Highland

SUSPECT: Teresa Arias, 63 yr, resident of Madera City CA

VICTIM: Jasmine Felix, 7 yr


UPDATE: January 20, 2016 8:30 p.m.
A few hours after releasing the original press release, Highland City detectives began to get information that Teresa Arias had been seen in the area of Indian Hill Blvd and Kingsley Ave. in Pomona. During this same time, Jasmine Felix's parents were distributing home made flyers in the Pomona area. Jasmine's parents had left a flyer at Samos Burgers located at 701 S Garey Ave, Pomona. When the owner of the business George Tsakanias, returned to the location, he saw the flyer that had been left by Jasmine's parents and immediately recognized Teresa Arias and Jasmine Felix as being in the restaurant earlier in the day. Tsakanias began to drive the area looking for Felix and Arias, and located them at an apartment complex on the 500 block of E Phillips Blvd, Pomona. Tsakanias lost sight of Arias and Felix, and immediately called and reported the information to Pomona police department. Officers from Pomona police department responded to the area and found Arias and Felix walking on Phillips Blvd near Gary Ave. Pomona police officers immediately detained Arias and contacted Highland city detectives. Highland detectives responded to Pomona police department and confirmed that Jasmine Felix had been located and quickly reunited her with her family.

Arais was questioned and later arrested for PC 207, Kidnapping. Arias was booked into the West Valley Detention Center with bail set at $1,000,000.

On January 19, 2016, the parents of Jasmine " Jazzie" Felix left her in the care of Teresa Arias, at their residence in the City of Highland. When Jasmine's parents returned home from work, they found Teresa and Jasmine were no longer at the residence. Approximately one hour later Jasmine's parents received a phone call from Teresa stating she took Jasmine from the residence and was never going to bring her back. The exact location for Teresa is unknown at this time but it is believed that Teresa maybe in the Pomona area trying to secure money for a bus ride to Madera California.

The parents of Jasmine and deputies from the City of Highland are requesting the public's help in locating Jasmine and returning her to her family. Anyone with information is encouraged to contact law enforcement with information. If you see Jasmine or Teresa please call 911 to notify the local law enforcement agency. Anyone with additional information is encouraged to contact detectives from the Highland City Sheriff's Station at 909-425-9793.
