Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Monday, 12-14-15 at approximately 10:47 p.m. two residents who live on the 100 block of South Mayfair Avenue were the victims of a residential burglary, robbery, kidnapping, assault with a deadly weapon (firearm) and assault with force likely to cause great bodily injury by two suspects. The first suspect was described as a black male approximately 6’4”, 230 pounds, wearing a black ski mask with the eyes cut out, black long sleeve sweatshirt, black pants and shiny black leather shoes. The second suspect is described as a black male adult wearing a ski mask with the eyes cut out and all black clothing. The victim said he heard the doorbell ring, and when he opened the door, the first suspect had a black handgun in his hand and forced his way inside the residence. The victim tried to use his cell phone to call police, and the suspect took the phone away. The second suspect then walked through the front door. The second victim said he was playing video games when a suspect tapped him on the shoulder, and when he turned around, he saw the suspect holding a pistol and was directed by the suspect to go upstairs. The victims said one of the suspects ripped off the key panel of the home’s alarm system prior to fleeing the area. Officers tried to locate the suspects in the area but were unsuccessful. This case is forwarded to investigators.

On Tuesday, 12-15-15 at 9:47 p.m., officers were dispatched to an apartment on the unit block of Hillside Boulevard on a report of an aggressive male banging on the door trying to gain access to the apartment. Officers arrived and found a male subject passed out in the hallway. Officers recognized the subject from prior contacts, called his name to wake him up, and realized he was very intoxicated. The resident of the apartment said that the subject was hitting the door so forcefully that a crack developed. The resident said that the subject stays there occasionally, but due to his intoxication, he did not feel safe with the subject in his apartment. The subject became increasingly agitated and yelled obscenities at one of the officers. As the officers were escorting the subject down the hall, the subject tried to lunge at the resident and then physically resisted walking out of the building. Officers subsequently arrested the subject, a 23-year old Daly City resident, for obstructing/resisting a peace officer and for disorderly conduct.

On Tuesday, 12-15-15, at 10:03 p.m., officers were dispatched to a residence on the 800 block of Southgate Avenue for a welfare check. The reporting party said there was paranormal activity occurring and that there were ghosts entering his body and his girlfriend’s body for approximately two weeks. Officers determined the reporting party, a 30-year old Daly City resident, was under the influence of a controlled substance. The reporting party was arrested for being under the influence of a controlled substance, as well as for possession of a controlled substance (cocaine).

On Thursday, 12-17-15 at 4:33 p.m., Officer Nick Ottoboni and Detective Bill Tone were working in an unmarked vehicle and saw a subject on the 6200 block of Mission Street who was punching his left palm with his right fist rapidly and talking loudly to no one around him. They then saw the subject standing next to a Jaguar, put on a pair of gloves and try to open the car door, all the while looking around nervously. From their experience, officers believed the subject was under the influence and was about to break into the vehicle. When the officers announced their presence behind the subject, asking if he lost his keys, the subject said the car uses a fingerprint to enter. At that time, the owner of the vehicle exited a nearby business and advised officers it was his vehicle. The subject then claimed that he had the same car. The 35-year old transient subject was on post-release community supervision and was subject to search and seizure, being a felon. Officers searched the subject and found a baggie containing methamphetamine and arrested him for possession of methamphetamine, being under the influence of a controlled substance, and for attempted auto theft with a prior conviction of auto theft.

On Friday, 12-18-15 at 1:45 p.m., detectives were assigned in an undercover capacity to an auto burglary prevention detail at the Serramonte Shopping Center when they noticed a lone male loitering in the area, wandering aimlessly throughout the parking lot. They observed the same subject lingering around a black SUV, cupping both hands against the window and looking through it. Detectives saw two other subjects approach the vehicle. Detectives describe this behavior as “casing” a vehicle. All three subjects got back into their vehicle, and they drove away at an unsafe speed. Officers conducted a traffic stop of the vehicle, and the driver, a 20-year old San Francisco resident, had a suspended driver's license and was on probation. Officers smelled an odor of burnt marijuana in the vehicle, and they conducted a search of the vehicle. The female passenger, an 18-year old San Francisco resident, made statement about having cocaine in her pocket, but said the driver gave it to her to hide. Officers found a loaded pistol in the vehicle. The driver was subsequently arrested for possession of a controlled substance, conspiracy, destruction of evidence, being a felon in possession of a firearm, illegal possession of a firearm, and for possession of a controlled substance while armed.

On Saturday, 12-19-15, Officer Patrick Dolan conducted a traffic stop of a vehicle at Bayshore Boulevard and Geneva Avenue. The driver immediately advised the officer he had a suspended license. Officer Dolan smelled a strong odor of marijuana in the vehicle and asked about the odor. The driver said he had smoked earlier in the day. The officer searched the vehicle and found a partially smoked marijuana cigarette on the passenger side floorboard and a gun (.38 revolver) in the pocket attached to the rear of the passenger seat. The revolver was in the system as stolen from San Francisco. Officer Dolan brought the driver and passenger back to the station, and the driver advised the officer he was wearing a police badge around his neck. The driver had no reason as to why he had the badge (not belonging to him) around his neck. The passenger had methamphetamine in her purse and said she didn’t know the driver didn’t have a driver's license. The driver, a 46-year old convicted felon from San Francisco, was arrested for carrying a concealed weapon in a vehicle, being a felon in possession of a firearm and being in possession of ammunition as a felon. The passenger, a 28-year old San Francisco resident, was cited for being in possession of a controlled substance.


Robberies

There was one robbery during the past week.

On Tuesday, 12-15-15 at 11:03 p.m., a 21-year old Daly City resident said he was the victim of a robbery via handgun by three unknown black males wearing ski masks. This occurred at the carport on 890 Campus Drive. The victim told the officers his firearm and his wallet were stolen. During the investigation, officers found a handgun in the victim’s trunk. The victim denied any ownership or knowledge of that handgun. This investigation is continuing.
Residential Burglaries

There were three residential burglaries during the past week.

On Monday, 12-14-15 between 2:00 p.m. and 5:00 p.m., a residence on the unit block of Manzanita Avenue was burglarized by unknown suspect(s) who pried the side window of the in-law unit to gain entry. Once inside, the suspect(s) kicked open bedroom doors, ransacked rooms, and took jewelry, designer handbags, a passport, and sunglasses.

On Monday, 12-14-15 at 10:47 p.m., a burglary/robbery/kidnapping occurred on the 100 block of South Mayfair Avenue. (See “notable reports” above for more information.)

On Saturday, 12-19-15 at 9:11 p.m., a residence on the 100 block of Morton Drive was burglary by an unknown suspect who smashed the rear backyard door. The loss was a briefcase and a secured box containing various coins. The audible alarm sounded, but the burglars were able to steal the items within two minutes. Officers were unable to locate a suspect.


Commercial Burglaries

There was one commercial burglary during the past week.

On Friday, 12-18-15 between 5:43 a.m. and 5:50 a.m., the Amigos Market on the 100 block of School Street was burglarized via forced entry to the rear door by an unknown suspect who took cigarettes and currency. This investigation is continuing.


Vehicle Burglaries

There were six vehicle burglaries and one attempted vehicle burglary during the past week.

• Serramonte del Rey parking lot—a Coach purse containing a Coach wallet, checkbook, miscellaneous credit cards, identification and cash was taken from a 2004 BMW X3. The left rear window was smashed. Occurred on 12-14-15 between 12:45 p.m. and 2:00 p.m.
• Burlington Coat Factory parking lot—a backpack containing a Toshiba laptop, iPad and miscellaneous items was taken from a 2015 Volkswagen Passat. The right rear window was smashed. Occurred on 12-14-15 between 6:10 p.m. and 6:20 p.m.
• 300 block of Coronado Avenue (parking garage)—a Lenovo tablet was taken from a 2005 Ford Focus. The method of entry is unknown. Occurred between 7:30 p.m. on 12-15-15 and 4:00 p.m. on 12-16-15.
• Unit block of Parkview Avenue—a camouflage bag containing DVD’s and a phone charger was taken from the passenger seat of a 2014 Honda Civic. The passenger side window was smashed. Occurred between 10:00 p.m. on 12-17-15 and 5:38 a.m. on 12-18-15.
• 200 block of Bellevue Avenue—a Coach purse containing a cell phone, credit cards and cash was taken from the passenger side floorboard of a 2000 Honda CRV. The front passenger window was smashed. Occurred on 12-18-15 between 8:20 a.m. and 8:27 a.m.
• Unit block of Wellington Avenue—a backpack containing identification, bank cards, and house keys was taken from a 2004 Toyota Corolla. The rear passenger window was smashed. Occurred on 12-18-15 between 5:45 a.m. and 6:25 a.m. **On-line report.
• Burlington Coat Factory parking lot—an attempted burglary occurred to a 2007 Jeep 4x4. The right passenger window was smashed, but nothing was taken. Occurred on 12-20-15 between 6:00 p.m. and 7:10 p.m.




Stolen Vehicles

There were three vehicles stolen during the past week. One was recovered.

• 300 block of Palmcrest Drive—a 1992 Chevrolet Cheyenne. Occurred between 7:30 p.m. on 12-15-15 and 4:30 p.m. on 12-16-15.
• 100 block of Shipley Avenue—a 2014 Chevrolet Camaro. Occurred between 2:00 p.m. on 12-17-15 and 9:30 a.m. on 12-18-15.
• 200 block of Del Prado Drive—a 2007 Toyota Tacoma. Occurred between 9:00 p.m. on 12-19-15 and 6:00 a.m. on 12-20-15. **Recovered by San Francisco P.D. on 12-21-15.


Miscellaneous

• 8 people were cited for driving with a suspended driver’s license
• There were 9 hit and run crashes
• There were 2 recovered stolen vehicles
• There were 7 cases involving involuntary psychiatric holds
• We responded 8 domestic disturbance cases
• We made 4 warrant arrests

Holiday Closure for City Hall

City offices will be closed on Thursday, December 24 & 31, 2015 from 12:00 p.m. to 5:00 p.m. and on Friday, December 25 & January 1 from 8:00 a.m. to 5:00 p.m. To report an emergency, please dial 9-1-1 or (650) 991-8119 to report non-emergencies to the police department. Christmas Tree Recycling

Christmas tree recycling collection is available on regular service days. Republic Services (formerly Allied Waste Services) requests that you please follow these collection guidelines when placing your tree out for collection:

• Trees must be cut into 4 foot sections.

• The stands, lights and decorations must be removed.

• Flocked trees will be collected but not recycled.

• Multi-family residents must call Customer Service at (650) 756-1130 to arrange for pick-up.

• Place trees next to yard waste card for removal.

• After January 31, please call Customer Service for tree pick-up, unless you are able to fit the tree in your green waste collection.


Sandbags Available During Storms

Sandbags are available for residents at the Water and Wastewater Resources Department located at 153 Lake Merced Boulevard. (24 hours/7 days a week) and at the Public Works Corporation Yard located at 798 Niantic Avenue—Monday through Friday, 7:00 a.m. to 3:00 p.m. Residents are limited to 10 sandbags.


Daly City Public Library Offers Food for Fines Program for Patrons

The Daly City Public Library is participating in the 2015 Food for Fines Program from November 16 through December 31, 2015. Under this program, patrons can “pay off” their accrued fines for overdue library materials by making a donation of non-perishable food items.

The Daly City Public Library has partnered with Second Harvest Food Bank, San Mateo County Library, Redwood City Library, San Mateo Public Library and South San Francisco Public Library to offer this simple amnesty program to allow patrons to “pay off” library fines by donating food to those in need. Patrons can give to the community and get their library record back in good standing at the same time.
Combined efforts last year resulted in a collection of 35,252 pounds of food and 5,475 library accounts cleared. Second Harvest Food Bank estimated that 25 pounds of food will feed one family for a week. Food is provided free of charge to 326 local non-profit agencies at more than 700 sites, including pantries, soup kitchens, shelters and after-school programs.

Monetary donations can be made directly by visiting Second Harvest Food Bank of Santa Clara and San Mateo Counties at www.shfb.org.
