2nd UPDATE: *Suspect Identified* in #LASD Deputy-Involved Shooting, 37900 Blk 47th St. East, Palmdale 

 

LASD Homicide Detectives are continuing their investigation into the Deputy-Involved Shooting, which occurred just before 3:00AM on Sunday, December 20, 2015.  The incident began as a traffic collision and Driving Under the Influence investigation, which led to the suspect fighting with deputies and ultimately a Deputy-Involved Shooting.  The suspect was later pronounced dead at the hospital.

Detectives have identified the suspect as Leroy Browning, a 30-year-old male-Black from Palmdale. In addition to the weapon and marijuana located in the suspect’s vehicle, Detectives learned that Browning also had an active warrant by Palmdale Station detectives in connection to a Home-Invasion Robbery and Assault with a Deadly Weapon where a victim was shot.

The investigation is still active and on-going.

 

Whenever a Deputy-Involved Shooting results in a fatality of a person, several independent investigations immediately begin at the scene.  These include separate investigations by the Los Angeles County Coroner, in addition to Sheriff's Homicide Bureau and Internal Affairs Bureau.  The District Attorney also participates in the investigatory process.  The LASD immediately notifies the Office of Inspector General who responds and is also present at the incident scene. 

The Critical Incident Review panel convenes to perform a preliminary risk management analysis of the shooting.  This panel is comprised of the concerned chief and unit commander, risk management, training and the chairperson of the Executive Force Review Committee and Office of the Los Angeles County Counsel.

Every aspect of a Deputy-Involved shooting is ultimately evaluated by the Sheriff’s Executive Force Review Committee, which decides whether or not there are any policy, tactical, supervisory, or training violations or concerns.

*UPDATE*#LASD Deputy-Involved Shooting, Suspect Deceased, 37900 Blk 47th St East, Palmdale 

 

Sheriff’s Homicide Detectives are continuing their investigation into the circumstances surrounding a Deputy-Involved Shooting in Palmdale.   

The incident began just before 3:00AM when Deputies from Palmdale Sheriff’s Station responded to a call in the 37900 block of 47th Street East, Palmdale. The call came from employees of a fast-food restaurant who reported that a vehicle had collided into the business, near the drive-through area, and the driver appeared to be unconscious. 

When deputies arrived, they made contact with the suspect-driver, and based on initial observations, they began to conduct a Driving Under the Influence (DUI) investigation.  The suspect was placed in the rear of a sheriff’s patrol unit the conclusion of the investigation.  When deputies determined the suspect was going to be arrested they attempted to place handcuffs on the suspect. The suspect, however, jumped out of the vehicle and began to fight with a deputy. Other deputies came to deputy’s aid as the fight was taken to the ground. At some point during the fight, the suspect grabbed ahold of the deputy’s weapon.  The deputy immediately attempted to retain his weapon while he advised the other deputies that the suspect was trying to remove his weapon.  The deputies attempted to subdue the suspect, to no avail, as the suspect refused to relinquish his grasp on the deputy’s weapon.

Fearing the suspect was a threat and danger to himself, the deputies, and others, a deputy-involved shooting occurred.  The suspect was struck by gunfire and the fight stopped. The deputies immediately began to render aid until emergency medical personnel could attend to the wounded suspect.

The suspect was transported to a local hospital where he was later pronounced dead. 

The involved deputies sustained cuts, bruises, and abrasions from the incident.

During the course of their investigation, detectives located a blue-steel pistol and a large baggie of marijuana located inside the suspect’s vehicle.

NARRATIVE:               

Los Angeles County Sheriff’s Department Homicide detectives are responding to the 37900 block of 47th Street East, Palmdale, to investigate the circumstances surrounding a deputy involved shooting that occurred on Sunday, December 20, 2015.

One suspect was struck by gunfire. The suspect was transported to a local hospital where his condition is unknown.

There is no further information available at this time.

These include separate investigations by the Office of the Los Angeles District Attorney and the Los Angeles County Coroner, as well as investigations by Sheriff's Homicide Bureau and Internal Affairs Bureau. Attorneys with the Los Angeles Office of Independent Review also respond to the scene, and have full access to the facts known to the Sheriff's Department throughout every phase of these investigations. Once concluded, every aspect of the shooting is reviewed by the Sheriff's Executive Force Review Committee.
