Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Tuesday, 12-08-15 at approximately 1:00 p.m., Officer Brian Melville was dispatched to Jefferson High School on a report of several students who were detained in the office for being involved in selling or distributing “edibles” (marijuana laced cookies) at the school. The Vice Principal reported one 9th grade student became sick after unknowingly eating a portion of a marijuana laced cookie and had to be taken to the hospital, where tests confirmed there was THC in her system. The Vice Principal said she initiated an investigation, questioned several students, and determined who the primary person was responsible for bringing the “edibles” into the school. The student, an 11th grade student, admitted to selling the “edibles” and said it was “for the money”. Officer Melville cited the subject and released her to her grandmother.

On Tuesday, 12-08-15 at 2:30 p.m., a resident on the 200 block of Dennis Drive found a 9mm bullet casing on his driveway. The resident said he heard a single gunshot two days before but did not report it to police. A neighbor said she heard three gunshots and did not report it either.

On Tuesday, 12-08-15 at approximately 10:52 p.m., two people reported that they were victims of a brandishing via knife by an unknown suspect on southbound Mission Street at the intersection with Citrus Avenue. One of the victims said he was driving southbound on Mission Street when he noticed a subject walking across the street, against a red light. The victim said he yielded for the subject, and that he yelled to the subject that he was not allowed to cross on his green light. The victim said the subject then threatened to hit him and pulled out what appeared to be a small folding knife out of his jacket. The victim said he became afraid so he accelerated rapidly to get away from the subject. The subject was described as an Asian male, approximately 5’10” with a muscular build, wearing a dark hooded sweatshirt with the arms ripped off. The subject was walking a white bull dog. No one was harmed, and the suspect was not found.

On Wednesday, 12-09-15 at 4:06 p.m., Officer Zachary Fulmore and Officer Lucas Taylor stopped a vehicle in the area of Callan Boulevard and Wembley Drive. The officers asked the driver if he was on probation or parole, and the driver said he was on probation in San Francisco for robbery. The passenger said he was on probation in San Mateo County for possession of marijuana. Officers asked the driver if they could search the vehicle, and when Officer Fulmore opened the trunk, he could smell the strong odor of marijuana. The officer opened a backpack and found a bag containing marijuana, a black digital scale and ZigZag papers. The officer asked to look at the driver’s cell phone, and the driver agreed. On the phone, there were text messages indicating the driver was involved in the sales of marijuana. The driver, a 20-year old South San Francisco resident, was arrested for possession of marijuana with the intent for sale.

On Friday, 12-11-15, a “Shoulder Tap” decoy operation was conducted at various liquor and convenience stores in our City. In this type of operation, the minor will stand outside the store and ask patrons to buy him/her alcohol. (The minor indicated in some way that he/she is underage and cannot purchase the alcohol.) If the adults agree to purchase alcohol for the minor, they are arrested by an officer and are cited for furnishing alcohol to a minor. This penalty is a minimum of a $1,000 fine and 24 hours of community service. We obtained grant funds from the California Office of Traffic Safety through the National Highway Traffic Safety Administration to work with the Department of Alcoholic Beverage Control. On this particular operation, we cited six people for furnishing alcoholic beverages to the decoys. There will be more of these operations through 2016.

On Sunday, 12-13-15 at 9:38 p.m., officers were dispatched to the McDonald’s on Geneva Avenue on a report of an aggressive subject inside of the restaurant. The reporting party said the subject jumped over the counter and went to the kitchen area and began to go through employees’ backpacks. Officer Angelo Hamilton arrived to the scene first and saw the subject standing in the middle of the westbound lanes of Geneva Avenue near Acacia Street, blocking traffic. The subject was sweating profusely, despite the weather being cold. The subject admitted to officers that he was high and smoked methamphetamine. The subject, a 36-year old San Francisco resident, was taken to the hospital to be medically cleared prior to being booked for being under the influence of a controlled substance.

On Sunday, 12-13-15 at 8:16 p.m., Officer Patrick Dolan was dispatched to the unit block of El Portal Way on a report of a vehicle blocking a driveway. The reporting party said a white Toyota Highlander blocked her driveway, causing her to scrape the bottom of her vehicle when she drove off the curb to get out of her driveway. Officer Dolan went to the residence where the registered owner lived and knocked on the door and rang the doorbell several times. After not being able to locate the registered owner, the officer summoned a tow truck. Thirty minutes later, as the tow truck driver was about to tow the vehicle, the registered owner came out of her garage and identified herself as the owner of the vehicle. The officer explained to the owner that he made several attempts to contact her to move the vehicle, and the other owner refused to listen and became argumentative. At one point, the owner stood in front of her vehicle in an attempt to prevent the driver from towing it. The owner then asked the officer to show her the doorbell he used to get her attention, saying the one she has doesn’t work. When Officer Dolan started to walk towards the front door, the owner used her key fob and ran over to her vehicle and attempted to put the key into the ignition, ignoring the officer’s commands to get out of the vehicle. Once out of the vehicle, the subject resisted the officer’s attempts to place her in handcuffs, slipping out of the handcuffs and struggling with the officer. The 33-year old subject was arrested for resisting/obstructing a peace officer and booked in jail. (In case you are curious, the doorbell worked…)


Robberies

There was one robbery during the past week.

On Monday, 12-07-15 at 11:15 a.m., the Wells Fargo Bank at Serramonte Shopping Center was robbed by suspect described as a black male, mid 30’s, 6’0”, medium build, unshaven-style beard and moustache, wearing a light colored hooded plaid pullover sweatshirt zippered to the chest, blue jeans, ball cap with white mesh to the back and a colored emblem on the front. The suspect did not show a weapon when he demanded money from the teller. Officers could not locate the suspect.


Residential Burglaries

There were three residential burglaries during the past week.

On Tuesday, 12-08-15 at approximately 10:15 a.m., a resident unit block of Olcese Court said he heard the suspect yelling for his ex-girlfriend who was in the house hiding from him. The suspect kicked the front door open and punched the 31-year old victim several times before leaving. The suspect, a 34-year old Daly City resident, later turned himself in at the police station and was booked for burglary and assault and battery.

On Thursday, 12-10-15 at approximately 12:45 p.m., a residence on the unit block of Penhurst Avenue was burglarized via entry through a downstairs bedroom window by two unknown suspects. The burglary was interrupted when the suspects realized a resident was home. The 24-year old reporting party said she was in her bedroom and heard a noise in her backyard and then heard footsteps. The victim said she saw a subject in the hallway who then turned around and left the house. There was no loss. This investigation is continuing.

On Sunday, 12-13-15 between 7:00 p.m. and 8:30 p.m., a residence on the 100 block of Penhurst Court was burglarized by an unknown suspect who pried the rear sliding glass door. The loss was a gun vault containing miscellaneous items, an iMac computer, iPad, jewelry, and keys. This investigation is continuing.


Commercial Burglaries

There were no commercial burglaries during the past week.


Vehicle Burglaries

There were four vehicle burglaries during the past week.

• Unit block of Poncetta Drive—a backpack containing a passport and other identifying information was taken from the trunk of a 2006 Hummer H3. The right rear window was smashed. Occurred on 12-11-15 between 12:01 a.m. and 1:30 a.m.
• 100 block of Canterbury Avenue—a shoulder bag containing a watch and bracelet was taken from a 2014 Range Rover. The right rear window was smashed. Occurred between 10:00 p.m. on 12-10-15 and 11:48 a.m. on 12-11-15.
• South Mayfair Avenue/Forest Grove Drive—an Army duffle bag containing Army-issued equipment was taken from a 2012 Jeep Liberty. The left rear wing window was smashed. Occurred between 4:00 p.m. on 12-12-15 and 10:00 a.m. on 12-13-15.
• Garage at 381 Half Moon Lane—nothing was taken from a 2009 Toyota pickup. The left rear window was smashed. Occurred on 12-13-15 between 2:30 p.m. and 3:30 p.m.


Stolen Vehicles

There were two vehicles stolen during the past week. One was recovered.

• 500 block of Clarinada Avenue—a 1997 Honda Civic. Occurred on 12-09-15 between 8:00 p.m. and 10:00 p.m. **Recovered by San Francisco P.D. on 12-10-15.
• Werner Avenue/Vale Street—a 2012 Kia Sedona. Occurred between 5:30 p.m. on 12-08-15 and 10:15 a.m. on 12-11-15.


Miscellaneous

• 11 people were cited for driving with a suspended driver’s license
• There were 5 hit and run crashes
• There were 2 recovered stolen vehicles
• There were 3 cases involving involuntary psychiatric holds
• We responded 9 domestic disturbance cases
• We made 10 warrant arrests


Scams/Other


PG&E Scam

One of our residents reported receiving a phone call from PG&E requesting payment immediately or their power would be shut off in 40 minutes. According to PG&E, the credit department will not ask for personal identification or a credit card number over the phone. Customers with concerns about the legitimacy of a call about a past due bill, service request or request for personal identification are encouraged to call PG&E at 1-800-743-5000.


Community Events

Westlake Park Yuletide Celebration December 19

Join the community for the annual Yuletide Celebration on Saturday, 12-19-15 from 4:00 p.m. to 6:30 p.m. at Westlake Park, Pacelli Event Center, located at 145 Lake Merced Boulevard. This event will feature games, crafts, a tree lighting ceremony with Santa, and live performances by participants of the Afterschool Youth Recreation Program (AYRP) and the After School Education & Safety Program (ASES). Everyone is welcome to attend this free event!


Sandbags Available During Storms

Sandbags are available for residents at the Water and Wastewater Resources Department located at 153 Lake Merced Boulevard. (24 hours/7 days a week) and at the Public Works Corporation Yard located at 798 Niantic Avenue—Monday through Friday, 7:00 a.m. to 3:00 p.m. Residents are limited to 10 sandbags.


Daly City Public Library Offers Food for Fines Program for Patrons

The Daly City Public Library is participating in the 2015 Food for Fines Program from November 16 through December 31, 2015. Under this program, patrons can “pay off” their accrued fines for overdue library materials by making a donation of non-perishable food items.

The Daly City Public Library has partnered with Second Harvest Food Bank, San Mateo County Library, Redwood City Library, San Mateo Public Library and South San Francisco Public Library to offer this simple amnesty program to allow patrons to “pay off” library fines by donating food to those in need. Patrons can give to the community and get their library record back in good standing at the same time.
Combined efforts last year resulted in a collection of 35,252 pounds of food and 5,475 library accounts cleared. Second Harvest Food Bank estimated that 25 pounds of food will feed one family for a week. Food is provided free of charge to 326 local non-profit agencies at more than 700 sites, including pantries, soup kitchens, shelters and after-school programs.

Monetary donations can be made directly by visiting Second Harvest Food Bank of Santa Clara and San Mateo Counties at www.shfb.org.
