On Wednesday, December 9, 2015 at approximately 8:00 a.m., the Daly City Police Department was working a special DUI Operation that targeted repeat DUI offenders and was conducted surveillance at the residence of a habitual DUI driver who had violated her terms of probation for two previous DUI arrests.
Based upon the subject’s history, our officers conducted surveillance and observed her driving away from her residence. The officers stopped the vehicle arrested the driver for driving on a revoked driver’s license—based upon two prior DUI convictions. The driver, 28-year old Rocio Medina from Daly City, is a known repeat DUI offender with a suspended driver’s license and three DUI convictions in the past five years. A 48-year old Daly City resident was also arrested during the operation for narcotic violations.
The Daly City Police Department disseminates a list of known DUI Hot List offenders to all traffic and patrol officers for everyday patrol. In addition, throughout the year, specially-trained officers conduct undercover surveillance operations like this one targeting known repeat offenders and surveilling their homes or workplace. Offenders caught driving are subject to immediate arrest for driving with a suspended license and can also be subject to additional DMV sanctions and criminal charges.
The Daly City Police Department Traffic Division also maintains a list of all DUI drivers arrested and on probation that reside in Daly City. Drivers with multiple convictions or with prior arrests with high blood alcohol levels are then evaluated for potential risk to the motoring public. Those drivers determined to be the highest risk to public safety are then targeted for surveillance under the DMV “Hot List” Program.
These operations are in partnership with the California Office of Traffic Safety, through the National Highway Traffic Safety Administration and the Department of Motor Vehicles.
