Press Release - Evading, Possession of a Controlled Substance, and Driving while under the Influence.

On October 20, 2015 at approximately 10:25 PM officers from the Corcoran Police Department attempted to conduct a traffic stop on a vehicle for a mechanical violation. The traffic stop was initiated in the 2400 block of Whitley Avenue. The vehicle, a 2005 Honda sedan, failed to stop and continued to drive at a slow rate of speed.

While behind the vehicle Officer’s saw the driver throwing items out the window. The items were later determined to be methamphetamine. The vehicle continued to drive for several minutes before coming to a stop in the 2500 block of Garvey Avenue. The driver, identified as Victor Barragan (Age 28), made a statement that he was scared to stop due to not having a license. After an evaluation, officers determined Barragan was operating a motor vehicle while under the influence of methamphetamine.

There was a passenger in the vehicle who was identified as Delfino Ramirez. Ramirez was determined to be under the influence of a controlled substance and was arrested. Ramirez was housed in the Corcoran City Jail for six hours and released on a citation.

During a search of the vehicle, officers located an illegal Billy club. Barragan was arrested for evading a police officer, possession of methamphetamine and possession of a Billy club. He was later transported to the Kings County Jail where he was booked on the listed charges
