DATE/TIME: September 13, 9:23am

INCIDENT: PC 273a Child Endangerment, PC 69 Resist Peace Officer

LOCATION ¼ mile south of Hwy 127 x Interstate 15 in Baker, Ca.

SUSPECT(S): Kenneth Dodds, age 29 a resident of Taft, Ca.
Stephanie Vogt, age 23 a resident of Taft, Ca.

VICTIM(S): Infant Children

SUMMARY: On Sunday, September 13, 2015, at 9:23am, California Highway Patrol (CHP) received a call from a female stating that her car was stuck on a bridge and she was worried because her children were still inside the vehicle.

CHP units arrived and located a car with infant children inside. A few minutes later, a white female showed up and started talking about a male who was not there. The female was identified as Stephanie Vogt , the mother of the infant children. Medical aid was summoned to treat the infant children for dehydration and transport to Barstow Community Hospital.

CHP Officers conducted an area check for the male and found him at the AM/PM in Baker. The male was identified as Kenneth Dodds. As Dodds spoke to officers, he did not make sense. Numerous times Dodds loudly asked the officers to shoot him. CHP Officers were able to take Dodds into custody and handcuffed him, hands behind the back. Dodds was then transported to the location where the car was found.

Dodds was in the back seat of the CHP patrol car and started kicking the rear door. San Bernardino County Sheriff’s Deputy Kyle Woods arrived and assisted with controlling Dodds. Dodds attempted to kick open the rear door of the CHP patrol car. Officers and Deputy Woods worked together in trying to control Dodds who continued to struggle and fight. While trying to secure Dodds legs, so he could not kick open the door, Dodds kicked a CHP Officer in the chest. A Taser and Pepper spray were used but had no effect.

During the transport to jail, Dodds continued to struggle. He broke the rear window to the patrol car and was totally out of control. Once at the High Desert Detention Center (HDDC), Dodds continued to fight and resist deputies. One deputy possibly sustained a broken finger.

At HDDC, Dodds told deputies he had used PCP and Bath Salts. Due to his drug use, Dodds was medically cleared prior to booking at HDDC. He was booked for PC 273a Child Endangerment and PC 69 Resisting a Peace Officer.
Stephanie Vogt was arrested and booked into jail for PC273a Child Endangerment.
