Narrative:
James Carlton’s neighbor reported loud banging on a common wall at about 5:55 a.m. and later confronted him about the noise. When the neighbor confronted Carlton, he pointed a firearm at the neighbor and went back into his residence. The neighbor retreated back to their residence and called and reported the incident to Sheriff’s Dispatch.

Deputies responded and, after several attempts to make contact with Carlton inside the residence, he refused to comply. Eventually, Carlton exited the residence displaying the firearm. He eventually submitted to deputies and was taken safely into custody without further incident at approximately 8:00 am. The firearm was recovered and determined to be an airsoft type gun. During the investigation, it was discovered that Carlton’s parents were inside with him during the incident.

Later in the day, detectives and deputies executed a search warrant at the residence, searching for additional evidence and weapons. During that search, deputies located a suspicious device having the potential to be an improvised explosive device (IED). Deputies evacuated the immediate residential area surrounding the home. The Ventura County Sheriff’s Bomb/Arson Unit and Ventura County Fire Department responded to the scene.

After further investigation, the Bomb/Arson Unit located several suspicious items inside the residence. One of the devices was confirmed to be an IED and Bomb/Arson personnel secured the device and rendered it safe on location.

Carlton was arrested for making threats, brandishing a weapon, false imprisonment and possession of an explosive device. He was booked at the Ventura County Sheriff’s Pre-Trial Detention Facility in Ventura.
