The New Jersey Department of Transportation (NJDOT), committed to developing transportation improvements that best balance transportation needs, the environment, community concerns, and costs, will hold a Public Information Center to inform local residents, officials and the business community about the proposed Route 30 Blue Anchor Dam construction project. You are encouraged to actively participate by providing comments at the meeting, by mail, or by e-mail.


The Meeting
The Public Information Center will be held at the
Winslow Municipal Building, 125 South Route 73, Braddock, on Monday, March 2, 2015 from 5:00 to 8:00 PM. Please come at a time that is convenient for you. You will have an opportunity to review exhibits of the proposed project, ask questions, and discuss issues with NJDOT staff members and Design Consultants.

Project Need
Blue Anchor Lake is surrounded by the Route 30 roadway embankment. The existing spillway is inadequate to carry the 100-year design storm without spilling over the road. NJDOT is upgrading the dam and spillway to comply with current NJDEP Dam Safety regulations.

The Proposed Project
NJDOT proposes to:

• Replace the existing timber spillway with a new semi-circular ogee shaped concrete spillway.
• Maintain the normal pool elevation of Blue Anchor Lake after construction.
• Replace the Route 30 Bridge over Blue Anchor Brook with a new structure.

• Remove the existing vegetation from the dam slopes and stabilize with grass along the upstream side and with stone rip rap along the downstream side in the areas that require stabilization.
• Super-elevate the horizontal curve within the limits of the lake to meet current design standards.
• Provide 8 foot wide shoulders along Route 30 within the project limits to meet current design standards.
• Install a new infiltration basin just west of the project to mitigate the impacts of the additional impervious pavement created by widening the roadway

Traffic Mitigation
Route 30 will remain OPEN at all times.

During the summer season (May 15 to September 15), two lanes in each direction will be maintained. Single lane closures may occur during off-peak or nighttime hours.

During the other seasons, one lane in each direction will be maintained. At these times, Route 30 traffic will also be shifted to one side or the other while construction is ongoing.

Schedule
The anticipated start of construction is March 2015. Total construction duration is 27 months.
