Validated Gang Members Charged in Deadly Shooting

Columbia Police Chief Skip Holbrook announces the arrests of two validated gang members in connection with last month’s Bratton Street homicide.

Charlie Kennedy III (DOB: 1-3-1993) is charged with Murder, Three Counts of Attempted Murder, Possession of a Weapon during a Violent Crime and Possession with Intent to Distribute Marijuana.

Jashawn Oshea Livingston (DOB: 10-22-1994) is charged with Murder and Three Counts of Attempted Murder.

The Midlands Gang Task Force comprised of Columbia Police Department Officers and Richland County Sheriff’s Department Deputies, along with CPD’s Violent Crimes Against Persons Unit and Fugitive Team arrested the pair last night at the Colony Forest Apartments.

Kennedy and Livingston are accused of shooting single mother, Astrid Haynes while she stood on the front porch of 2605 Bratton Street on October 8, 2014.

While Investigators believe the shooting was gang-related, Haynes was not affiliated with a gang, was an innocent bystander and not the intended target.

Chief Holbrook says, “This continued gunfire and acts of violence between gang members is of great concern. I think it is more important that we are emphasizing successes that we’ve had with the direction we’ve taken with our gang investigations and how they are having some positive impact.”

Richland County Sheriff Leon Lott says, “We have been effective working together as a Task Force. When Chief Holbrook came on he wanted to tackle the gang problem head on and he wanted to do in a coordinated effort between the Sheriff’s Department and Columbia Police Department. The arrests last night are proof of what can happen when we work together and that is what we are going to continue to do.”

Since the Task Force’s inception, Officers and Deputies have arrested more than 80 suspects and validated more than 30 gang members.
Chief Holbrook says, “We couldn’t have done this without the assistance of the community. And I think the community has to have confidence that we are going to do our job discreetly and effectively.”

Two others were also charged when Kennedy and Livingston were located last night.

Leonard Mickens (DOB: 5-29-1990) is charged with Possession of a Stolen Pistol. CPD Officers determined that the weapon was stolen during a summer auto break-in at the 500 block of Pelham Road.

Shantavia Lewis (DOB: 10-8-1993) is charged with Possession with Intent to Distribute Marijuana.

During a lawful search of the Bailey Street residence, Officers seized more than 150 grams of marijuana and approximately $14,000.

The suspects were booked at the Alvin S. Glenn Detention Center.

All persons arrested/charged are presumed innocent until or unless proven guilty in a court of law.
