SMPD Announces Newly Promoted Lieutenant Ryan Monaghan and Sergeant Alex Rizzato!

Following the promotion of Lieutenant Jack Ratcliffe to Captain last week, San Mateo Police Department Chief Susan Manheimer promoted a lieutenant and sergeant this past Thursday to replace the management and supervisory vacancies.
Lieutenant Ryan Monaghan and Sergeant Alex Rizzato received their new badges on May 22nd at a gathering of family and Police Department members at the SMPD.
Chief Manheimer presented the badges in an afternoon ceremony, commenting that "These promotions were well earned by these incredibly dedicated professionals who often responded in on nights and weekends while working in the Detective Bureau and contributed to solving and prosecuting many of our toughest cases. Ryan and Alex represent our next generation of leaders who will bring energy, drive, and talent as they assume leadership roles within our city and our department."
Lieutenant Ryan Monaghan has served his entire Law Enforcement career with the City of San Mateo, spanning over 19 years. He has gained experience working a variety of diverse assignments, serving as a Patrol Officer, Traffic Officer, Neighborhood Response Team Officer, Field Training Officer, Detective, Patrol Sergeant and Detective Sergeant. In his most recent assignment as a Detective Sergeant, Ryan supervised our newly created Special Victims Unit and oversaw the implementation of our Intelligence Led Policing Initiative and Crime Analysis Unit.
Ryan's dedication can be seen through the variety of collateral assignments he sought. A long-time member of our North County Regional SWAT Team, he is also an original team member of T-CAT (the Terrorism Counter Assault Team,) one of the first teams of its kind in the state, and is the Department's Terrorism Liaison Officer. Ryan is one of the founding member of our SMPD Honor Guard, and can often be seen leading our Honor Guard during civic and department events. In addition, Ryan conducts critical training to police officers countywide in the area of domestic violence investigations.
Ryan is also active in the Police Activities League, volunteering his time for our most at-risk youth, sharing his outdoor passions and values with our PAL kids and families as a coach for PAL surf camp, PAL kids’ triathlon training, and PAL Junior Giants.
Ryan will be assigned as a Lieutenant in the Field Operations Bureau overseeing our Patrol Teams.
Sergeant Alex Rizzato comes from a family of law enforcement and was hired as a police officer with City of San Mateo in 2004. A Bay Area native, Alex chose to dedicate himself to service early in life, and attended the prestigious Virginia Military Institute where he received a Bachelor of Arts degree in Psychology and International Politics.
Over the past 10 years serving our community, Alex has worked as a Police Officer, Field Training Officer, and is an active and distinguished member serving on our department’s North County Regional SWAT team. Alex spent the last 5 years in the Investigations Bureau, attaining the rank of Senior Detective based on his experience and track record investigating and solving cases.
As a Senior Detective, Alex was responsible for mentoring and training our department members in complex investigations and prosecutions. Alex has attended training at the National Center for Missing and Exploited Children and is known throughout the County for his expertise in pursuing Internet Crimes Against Children cases, often called on by others for his expertise in this area.
As a new Sergeant, Alex will bring that Investigations experience back to the streets as he is assigned as a field supervisor for our Patrol teams.
A Badge Pinning Ceremony will be held in the near future with all three of our newly promoted individuals.
