Education Based Incarceration Grand Opening of the Community Re-Entry Resource Center for Recently Released Inmates

On Thursday, May 22, 2014, the Los Angeles County Sheriff’s Department held the grand opening of its first ever Community Re-entry Resource Center (CRRC). The CRRC, which is overseen by the Education Based Incarceration Bureau’s (EBI) Community Transition Unit (CTU), will provide a wrap-around service for newly released inmates.

The CRRC is located adjacent to the release area of the Inmate Reception Center. Immediately upon release an inmate will now have the ability to walk up to a window and request assistance in specific areas associated with transitional services. The CRRC will offer a continuity of care to those inmates that have received jail in-reach services and preliminary assistance for those individuals that are seeking transitional services for the first time.

The CRRC is occupied by both Sheriff’s Department personnel and the following:

• The Los Angeles County Probation Department – Providing orientation, assessment, and referral services for persons under their supervision.

• The Los Angeles County Department of Mental Health – Providing assessments, case management, crisis intervention, medication support as well as access to peer support.

• The Los Angeles County Department of Public Health, Substance Abuse Prevention and Control - Provides on-site Substance Use Disorder assessments, coordinate referrals to treatment, and support service referrals.

• The Los Angeles County Department of Social Services – Providing financial assistance and employment services, health care assistance and food benefits for participants and their families.

• healthRIGHT 360 and Volunteers of America – Providing referral services for homelessness, residential substance abuse services, employment services, family reintegration services, veteran specific services and additional wraparound services.


“We are at a time when innovative and forward thinking practices are necessary for the successful transition and reintegration of inmates from the footsteps of our jails to the doorsteps of our communities,” said Los Angeles County Sheriff John L. Scott.

"The Probation Department is delighted to partner with the Los Angeles Sheriff's Department on the opening of the Community Re-entry Resource Center (CRRC). We anticipate that this strategic partnership will go a long way in assisting released persons to successfully reenter the community. Some examples of services being provided by Probation are referrals for Mental Health and Substance Abuse treatment, housing, and employment," said Los Angeles County Probation Deputy Chief Reaver Bingham.

“The CRRC is an unprecedented approach and opportunity that displays the belief that people’s lives can be salvaged no matter how they have been affected by poverty, lack of education, mental health, and substance abuse related crime,“ said healthRIGHT 360 Vice President Demetrius Andreas.

The Community Re-entry Resource Center focuses on ensuring exiting inmates are aware of and have access to valuable resources that will help the transition and help deter recidivism. The CRRC is a model of how the County is breaking down silos to better serve the County's residents and deliver services that are both responsive and accountable to our residents in a comprehensive and effective way," said Department of Public Social Services Chief Jose R. Perez.

The grand opening of the Sheriff’s Department’s Community Re-entry Resource Center was attended by Sheriff John L. Scott, Assistant Sheriff James J. Hellmold, Chief David L. Fender, Chief Eric G. Parra, as well as District Representative Daniel Cedano from State Senator Carol Liu’s office, Field Deputy Anne Kim from the County Board of Supervisor Mark Ridley-Thomas’ office, Executive Director Mark Delgado from the Countywide Criminal Justice Coordination Committee, Commissioners John A. Franklin and Keith R. Ellis from the Inmate Welfare Commission; as well as executives from the Probation Department, Department of Mental Health, the Department of Public Health, Department of Social Services, HealthRIGHT 360, and the Volunteers of America.
