Police-Involved Shooting Victim Identified

An Okmulgee man shot by police early Thursday morning (3/6/14) in the 1300 block of east 1st Street, Okmulgee, is now positively identified and his next of kin properly notified of his death. James E. Stutchman, 28, died at the scene after he first refused to stop his 1993 Yukon sports utility vehicle for police and then exited his vehicle with a gun. The Okmulgee Police Department requested OSBI investigate the shooting. OSBI investigative and crime scene agents continue to gather information about the incident. Once the investigation is complete, the case agent will compile the information into a prosecution report. That report will be handed to the district attorney who will decide whether the shooting was justified.
