2013 Annual Report
On behalf of the members of the Middleton Police Department, I am pleased to present you with the Department’s Annual Report for the year 2013, which can be downloaded by visiting our website http://www.MiddletonPD.com.
The photo on the cover of the 2013 Annual report is a reflection of the 2013 National Night Out event. This event has become one of the largest, free, public events in our community. The event allows our public safety personnel, as well as public safety personnel from other area departments, to interact with citizens on a more personal level.
The overall crime rate was down 23% in 2013 from 2012. This was the lowest rate of crime reported in Middleton in over ten years. Residential burglaries and thefts from motor vehicles, which make up a majority of our crimes, were down 42% and 21% respectively. We attribute this reduction to cooperation from citizens after outreach efforts through our use of social media and our Vehicle Report Card system.
Unfortunately, the use of Heroin continues to plague our community. Police officers and paramedics responded to six overdose calls in 2013. Two of those calls resulted in the death of the users. Arrests of those responsible for delivering the drug were made after the most recent death. Middleton Police continue to work with area law enforcement and others to try to curb this epidemic which is responsible for many of the crimes committed in our community.
We worked very closely with our School District again this past year on planning for and responding to critical incidents that might occur at schools or during school related activities. Joint training and a full scale exercise, paid for in part with a grant through the Office of Justice Assistance, was conducted in 2013.
Our goal to achieve Accreditation through the Wisconsin Law Enforcement Accreditation Group will soon become a reality. Work on revising and updating all Department policies and procedures in order to meet Accreditation Standards was completed in 2013. An assessment of the Department was conducted by members of WILEAG in early January of 2014. The WILEAG Board will meet in early 2014 to determine if our Department meets the 234 standards necessary to achieve accreditation. While nothing is official, I am confident that our Department has done the work needed to achieve accreditation. I want to publicly thank Captain Noel Kakuske, our Accreditation Manager, for all of his hard work over the past year and a half on this important achievement.
