On October 30, 2013 the Giles County Sheriff’s Department received a report from a female inmate that claimed then Correction Officer Michael Brown had touched her in a sexual way on a transport from a facility in Nashville to the Giles County Jail. The inmate said the incident occurred on October The sheriff’s office immediately had investigators start an internal investigation and determined the incident occurred in Marshal County Tennessee off Interstate 65.
During the investigation by Giles County Sheriff’s Investigators Brown was placed on administrative leave with pay immediately upon the initial complaint and later suspended without pay for policy violations discovered in the investigation. During his suspension and continuation of the investigation Brown resigned his position as a correction officer with the Giles County Sheriff’s Department.
Chief Deputy Tommy Chapman contacted District Attorney General Mike Bottoms and advised him of the complaint and the investigators findings. General Bottoms advised Chief Chapman to contact the District Attorney General in Marshal County for further guidance and investigation on the incident since it was reported to have occurred in that county.
The District Attorney General in Marshal County had the Marshal County Sheriff’s office investigate the allegation. Upon completion of the investigation by Marshal County Sheriff’s Department investigators, Brown was charged with Sexual Contact with Inmates (class E felony) and turned himself in to the Marshal County Jail today November 20, 2013. Brown posted a $6,000 bond and was released with court set in December in Marshal County.
