Homicide Detectives Seek the Public’s Assistance in Locating Murder Suspect Boren Lay

On Tuesday, November 12, 2013 Homicide Lt. Holly Francisco and Detective House held a press conference at Homicide Bureau to ask for the public’s assistance in locating 19-year-old murder suspect Boren Lay. Suspect Lay is wanted for the murder of 19-year-old Timothy Teopaco on Saturday, July 27, 2013, at 1:19 am, in the parking lot of the 11600 block of South Street, Artesia. A group of men were inside a local restaurant when a patron walked up to one of the men in the group and started an argument with him. One of the victim’s in the restaurant called his friends to help him and victim Teopaco arrived in the parking lot and was shot by suspect Lay as he drove away. Victim Teopaco was transported to a local hospital and was pronounced dead.
Victim Timothy Teopaco lived in Cerritos with his Mother and Sister. He was a father to a one year old boy and was in a serious relationship with his girlfriend. He worked at a fish market, while putting himself through school to be a Pharmacist.
Suspect Lay is a member of the Asian Boys Gang and is known to frequent the City of Long Beach. His last known address was in Long Beach where he has numerous family members. He is identified as a male Cambodian, 5’9/135 pounds, black hair and brown eyes.
