BACKGROUND:
In July of 2011 a violent robbery occurred in a San Luis Obispo hotel room that was rented for the purpose of prostitution. The victim was severely beaten and her valuables were taken. David McDaniels, Ashley Wagner, and Michael Holmes-Fuqua were arrested for their involvement in this attack.
In the spring of 2013 there were two violent rapes and robberies of prostitutes in San Luis Obispo and Pismo Beach. Gregory Irwin and Ismael Ramos were arrested for their involvement in these violent attacks.
During the investigations of these and other crimes, officers learned that many such violent attacks on prostitutes occur quite frequently but are rarely reported by the victim. They fear they will be prosecuted for their illegal activity.
In response to this, the San Luis Obispo, Pismo Beach, and Arroyo Grande Police Departments joined together for a three night operation to enforce prostitution laws. The intent of this operation was three-fold:
1) Arrest prostitutes in an effort to discourage them and others from providing their illegal services in our cities.
2) Arrest customers, or “Johns”, in an effort to discourage them and future customers from soliciting the services of prostitutes.
3) To bring to the public’s attention the hazards of soliciting a prostitute or performing the services of prostitution.

OPERATION:
Investigators from the participating agencies placed advertisments on the internet for prostitution services in hotel rooms. Suspects then contacted the “prostitute” who was actually an undercover female officer, and scheduled appointments to meet with her in a prearranged hotel room. Once the “John” arrived and exchanged money for an agreed upon service, other undercover officers would enter the room and place the “John” under arrest.
Additionally, an undercover male officer would respond to ads for prostitution on the internet and schedule appointments for the prostitutes to meet him in his hotel room. After the prostitute arrived and accepted money for a an agreed upon specific sexual service, undercover officers would enter the room and place the prostitute under arrest.
RESULTS:
A total of 23 arrests were made over the three night operation. The breakdown of where and the charges are as follows:
