Operation Joint Effort Credited with Arrest of Indecent Exposure Suspect

On August 28, 2012, at approximately 7:20 am, the Escondido Police Department Communications Center received a call regarding a male subject sitting in a truck fondling himself in the 1200 Block of North Broadway. Witnesses state that subject was watching children walking to school. An adult witness contacted the police department and officers located the subject in his vehicle at the intersection of El Norte Parkway and Escondido Boulevard.

The subject was detained by officers and was ultimately identified by the adult witness who had contacted the police. The subject, who was later identified as Antonio Montoya-Senteno, was transported to the Escondido Police Department. Montoya-Senteno was interviewed by ICE officers as a part of Operation Joint Effort while in EPD custody. ICE determined Montoya-Senteno had been voluntarily returned to Mexico on three prior occasions. At this time, he had no legal right to be in the United States.

Upon the completion of the investigation, Montoya-Senteno was booked into the Vista Detention Facility for indecent exposure and an ICE hold. As of August 29, 2012, Montoya-Senteno has been released from the Vista Detention Facility and is now in Federal custody pending immigration charges.

The partnership between the Escondido Police Department and ICE had a significant impact on the arrest of this subject. The state charges Montoya-Senteno is facing are not bookable and he may not have identified as a criminal alien had it not been for the ICE officers who assisted at the Escondido Police Department. This case represents another example of how Operation Joint Effort has assisted local law enforcement with the removal of criminal aliens from our community.
