Marijuana Compliance Check In Lower Lake Has Resulted In Two Arrests And The Eradication Of 158 Plants

The compliance check of two marijuana grow sites in the Lower Lake area on August 3, 2012 has resulted in two arrests and the eradication of 158 marijuana plants.

On August 2, 2012 at approximately 12:30 pm, The Lake County Narcotics Task Force, a California Department of Fish and Game Officer and Lake County Code Enforcement conducted a compliance check on Cantwell Ranch Road in Lower Lake. Upon their arrival, detectives contacted 23 year old Frank Phillip Frazza and 24 year old Thomas Jameson Whyte, both of Kelseyville. Frazza and Whyte have adjoining properties on Cantwell Ranch Road with no permitted structures. Both subjects stated they grew marijuana for a collective in Los Angeles and had numerous medical recommendations. Neither Frazza nor Whyte knew any of the subjects listed on the recommendations.

Frazza had 73 marijuana plants growing outside on his property. Whyte had 85 marijuana plants growing outside on his property. Whyte also had a large green house on the property which he did not have a permit for. Both grow sites were determined to be in violation of Lake County Ordinance 2977 and all of the marijuana plants were eradicated. Both Frazza and Whyte were arrested for cultivation of marijuana and possession of marijuana for sale. They were transported to the Lake County Hill Road Correctional Facility and booked.

The Sheriff’s Narcotics Task Force will continue its efforts to eradicate narcotics from the communities of Lake County and seize the suspected profits of drug trafficking for the asset forfeiture whenever possible.
