(Update) El Monte In-Custody Death Investigation

Los Angeles County Sheriff's Department Homicide detectives are continuing to investigate the death of a suspect after his contact with El Monte Police officers last Thursday. Sheriff's Homicide detectives are handling the investigation at the request of the El Monte Chief of Police as is the protocol of the El Monte Police Department.

Investigators have learned that at about 11:00PM, June 14th, El Monte Police Department Officers responded to the 2700 block of Caminar Avenue, El Monte, regarding a “family disturbance” call.

The caller indicated Suspect Le and his father were involved in a fight. When El Monte Police officers arrived, family members directed the officers to Suspect Le who was in the garage. Officers entered the garage and contacted the suspect.

The suspect, who was quickly exiting a make-shift bedroom located in the garage, immediately began resisting and assaulting the offciers. The officers used physical force in an attempt to detain Suspect 37-year old Khoa Anh Le.

Le continued fighting the officers and one officer struck the suspect one time in the torso area with his flashlight but Suspect Le continued the fight. Another officer struck the suspect three times with his baton, once in the torso, once in the knee and once in the ankle.

The suspect continued to fight and one of the officers used a Taser on the suspect, while the other officer was able to effectively apply a Carotid Restraint. The officers were finally able to handcuff the suspect.

As assisting officers arrived, the suspect appeared to be in medical distress so officers began life-saving efforts and requested paramedics. Paramedics arrived and Suspect Le was transported to a local hospital where he was subsequently pronounced dead.

Suspect Le was being detained by El Monte Police Officers for Elder Abuse.

Both officers involved in the incident were injured by the suspect. One officer sustained injuries to the nose and upper lip. Another officer sustained an injury to the elbow, knee and had difficulty breathing. They were transported to local hospitals where they were treated and released.

Suspect Le’s exact cause of death will be determined by the Office of the Los Angeles County Coroner.

Representatives from the Office of the Los Angeles County District Attorney’s Office were notified and responded to the scene, as is the protocol of the District Attorney's Office.

Detectives have learned of two prior contacts Suspect Le had with El Monte Police officers at the same location. In 2005 and 2006 Suspect Le was taken into custody by El Monte Police officers for mental observation, 5150 California Welfare and Institute Code, for disputes with his family members. In one of those instances, Suspect Le stabbed his brother.

NARRATIVE:

Los Angeles County Sheriff's Homicide Bureau detectives responded to the 2700 block of Caminar Avenue, El Monte, to assist El Monte Police Department personnel investigate the circumstances surrounding the death of a man.

Detectives have learned that El Monte Police officers responded to the location regarding a family disturbance call. Upon arrival, the suspect became involved in a physical altercation with the officers. During the detention of the suspect, they noticed he was having medical complications and requested emergency medical personnel.

The suspect was transported to a local hospital where he was pronounced dead.
