On Friday, 07 October 2011 Members of the Perth Amboy Police Departments Special Investigation Bureau executed a Municipal Court Search Warrant at 308 Hall Avenue, first floor apartment. Prior to the execution of the warrant while conducting surveillance Detectives observed a male, later identified as, Miguel Angel Rosario, D.O.B. 03/21/1967, on the receiving end of a hand to hand narcotic transaction with target Cesar Valentine Sosa-Abreu, D.O.B. 06/07/1974, in the area of High Street & Hall Avenue. Both were immediately arrested and (2) baggies of Cocaine were recovered from Rosario which He had received from Sosa-Abreu. Rosario was identified as a Senior Corrections Officer with N.J.D.O.C. assigned to the Edna Mahan Correctional Facility for women. Sosa-Abreu was then transported to his residence at 308 Hall Ave. Perth Amboy, N.J. 1st. floor apartment, where the search warrant for his residence was executed. An amount of approximately 85 Grams of Cocaine was recovered from his residence, along with a digital scale, and packaging material. His girlfriend, Deini Reyes-Solano, D.O.B. 04/11/1977, who resides with Sosa-Abreu was also arrested and charged. Both were charged with Possession of Cocaine, Possession with the intent to distribute over ½ ounce of Cocaine (2nd. Degree), Possession with the intent to distribute within 1000 feet of a school zone (Samuel E. Shull elementary school). Sosa-Abreu was also additionally charged with Distribution of Cocaine to Miguel Rosario & Conspiracy. Rosario was charged with Possession of Cocaine & Conspiracy. The approximate street value of the Cocaine seized is $8,500.00. Investigation is lead by Detective Carlos Rodriguez.
