Sheriff's Special Victims Bureau detectives are conducting a criminal investigation alleging sex crimes against a minor by her math tutor at the Kumon Learning Center in Norwalk.

The suspect, 63 year old Frank Chung, is the owner of the center and has worked there for 5 years, providing after school tutoring.

He has worked in a similar capacity at centers in northern California for the past 25 years. The incident was reported to Norwalk patrol deputies on September 6, 2011, after the 13-year old victim was overheard telling one of her siblings of the inappropriate sexual contact with the suspect on several occasions. Detectives from the Special Victims Bureau, Los Angeles County Sheriff’s Dept. began an immediate investigation.

After conducting numerous interviews and background work the suspect was arrested at his residence in La Palma, Orange County, California, at 2:23 p.m. on Thursday, September 8, 2011 without incident. The suspect is being held on $1,000,000.00 bail.

Based on the investigation, Detectives from the Special Victims Bureau believe there are possibly more victims and are requesting help from the public.
