Mayor Jamie Mayo appoints Quentin Holmes, Sr. as Chief of Police; details on www.facebook.com/MonroePolice

On March 30th, 2011, Mayor Jamie Mayo held a press conference to announce his selection of Quentin Holmes, Sr. for the Chief of Police for the City Of Monroe. Mayor Mayo thanked the field of nine candidates who applied for the position, as well as noting that Interim Chief Herbert Otwell had provided his leadership through the selection process to maintain a positive outlook for the department members.

Mayor Mayo stated that Chief Holmes had achieved a score of 93 for the civil service test- a score that is the highest ever for Monroe, as well as among the top four scores throughout Louisiana. The mayor further stated that Chief Holmes had the most prominent proposal of all of the candidates for the operation of the police department, describing the plan as a commitment to creativity as it relates to developing the organization further.

Mayor Mayo also recognized the very strong academic history of Chief Holmes, noting that he has received a Bachelor of Arts in Criminal Justice from Northeast Louisiana University, a Master of Arts from University of Louisiana- Monroe, and will be conferred for a Doctorate of Philosophy in Public Administration from Jackson State University, Mississippi in December of 2012.

Chief Holmes is a six-year veteran of the U.S. Army National Guard and U.S. Army Reserve.

Chief Holmes began his career with the Monroe Police Department in July of 1985, and has served in numerous capacities as a patrol officer, community police officer, school resource officer, honor guard member, violent crimes investigator, member of the Special Response Team, and as the Administrative Assistant To Chief Of Police. The mayor noted that Chief Holmes has received 35 letters of commendation, and has twice received the police department's "Officer of the Year" award.

Chief Holmes commented that he was honored to be selected for the appointment and thanked the Mayor for having confidence in his ability to lead all the dedicated professionals employed by the Monroe Police Department.

Chief Holmes added that the department will pursue Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation, obtain funds for a new police facility, and improve service delivery in a more professional and efficient manner by implementing new programs.

Chief Holmes also expressed a renewed interest in partnerships with other organizations such as Ouachita Parish Sheriffs Office, Monroe Fire Department, West Monroe Police Department, University of Louisiana-Monroe, Louisiana Delta Community College, Monroe City Schools and Monroe Housing Authority in MPD's effort to prevent or displace crime which would lead to a reduced crime rate.
