OLIVER DELA LUCAS, 60, has been missing since February 27, 2011. She was last seen near her residence on East Broad St. She is 5'9", around 100 pounds, with brown eyes and salt and pepper hair. She was last seen wearing a red shirt, white jacket, and blue jeans.
