OAK RIDGE NORTH POLICE DEPARTMENT CRIME ACTIVITY REPORT

On 11/24/10 at approximately 0005 hours I, Officer C. Boutwell, was notified by Unit #2821 that he was out on a subject who showed to have open warrants through Oak Ridge North PD. The subject was identified as Marcus C. Harrison, B/M, DOB XXXXXX/1980, by TX DL #XXXXXXXX. I confirmed nine ORN Warrants: #42132501 (Expired Registration), 42132502 (No Insurance), 421325FF01 (FTA), 90330301 (No Insurance), 90330302 (Expired Insurance), 903303F01 (FTA), 800175501 (No Insurance), 800175502 (Inspection), and 8001755F01 (FTA) for a total fine amount of $2,739.00. I then met with Unit #2821 at Tamina and Johnson and placed the subject in custody on the above warrants. The subject then stated that he thought his blood pressure was up so I had EMS check by the scene. The subject showed to have good blood pressure and was released by EMS on scene. I then transported the subject to MCSO South County Jail without incident. The vehicle was towed by Rickey's to 9131 HWY 242. I contacted Officer Nation and advised him of the warrant arrest.

On 11-24-10 at approx. 1549 hours I, Officer McGrew, was on patrol in the 26700 block of IH 45 east frontage road. I observed a brown Dodge pickup, bearing Texas License Plate number 8YRP87, traveling northbound in front of me. I observed that the vehicle was displaying an expired motor vehicle registration that read, "5/10." Due to the expired motor vehicle registration, I initiated a traffic stop on the vehicle and we came to a stop at 27800 IH 45 east frontage road. Upon making contact with the driver of the vehicle, I advised him of the reason for the stop. The driver then identified as Nekoa Cruz, Texas Driver's License number XXXXXXXX. I asked Cruz if he had proof of financial responsibility on his vehicle and he advised that he did. The driver then presented an expired Geico Insurance card, policy number 4161-20-29-00, expired on 10-08-10. Cruz later advised that he had not paid the insurance bill and therefore did not have liability insurance. I contacted Geico (1-800-841-3000) and spoke with a call taker named Steven. Steven advised that the policy had been cancelled as of November 2nd, 2010. While running Cruz's driver's license through my mobile data computer, I observed that it showed to be invalid due to an failure to appear and a surcharge due for no insurance. I also observed that Cruz had been convicted twice for no insurance and that his driver's license had been suspended eight times for no insurance and surcharges due for no insurance. Due to Cruz failing to maintain financial responsibility on his vehicle and driving while his license was invalid, I placed him in custody for driving while license invalid (MB). Cruz was also cited for failure to maintain financial responsibility and expired motor vehicle registration. Cruz's vehicle was towed by Cody's Wrecker Service to 28075 Robinson Rd., Conroe, TX. Cruz was then transported to the Montgomery County Sheriff's Office, South County Jail in The Woodlands, TX. This incident was recorded on Unit 75's digital camera.

On 11-26-10 at approximately 1529 hours I, Officer McGrew, was on patrol in the 27500 block of IH 45 east frontage road. I observed a silver Mercury Cougar traveling northbound, passing my location. As the vehicle passed me I observed that there was a front license plate displayed that read Texas License Plate number L76PYJ. I then observed that the vehicle had a rear license plate that read Texas Temporary license plate number 150622B. This appeared suspicious due to the vehicle displaying two different motor vehicle registrations. I then initiated a traffic stop on the vehicle by activating my emergency lights to conduct an investigation. Upon making contact with the vehicle, I advised the driver of the reason for the stop and requested his driver's license. I observed that the vehicle was occupied by a white male driver and a white female passenger. The driver advised me that he did not have his driver's license with him but identified himself as Phillip Golden, Texas Driver's License number XXXXXXXX. The front passenger identified herself as Jennifer Denby, Texas Driver's License number XXXXXXXXX. While running Golden's driver's license through my mobile data computer, I observed that his license was not valid due to a suspension for driving while intoxicated and failure to appear. I also observed that Golden had two previous suspensions for driving while intoxicated in March of 2007 and January of 2006. Due to Golden driving while his license was invalid and having a previous suspension for driving while intoxicated, I placed him in custody for driving while license invalid (MB). Golden was also cited for wrong motor vehicle registration due to the expired and no longer valid license plate that was displayed in the front of the vehicle. The vehicle was released to the front passenger, Jennifer Denby, who was identified as Golden's girlfriend. Golden was then transported to the Montgomery County Sheriff's Office in The Woodlands, TX. This incident was recorded on Unit 75's digital camera system.

On 11-26-10 at approx. 1725 hours I, Officer McGrew, was dispatched to a criminal mischief call at 27800 IH 45 east frontage road (parking lot of My Fit Foods).
Upon arrival, I was met by a white male that identified himself as Anthony Clark, Texas Driver's License number XXXXXXXX. Clark advised that he arrived on location to pick up some food from the restaurant. Clark parked his vehicle on the north side of the My Fit Foods building, facing towards the building. Clark said that when he returned to his brown Ford F-250, Texas license plate number 19BMR4, he observed that there was a W/M seated in the driver's seat of his pickup, with the driver's side door open. As Clark approached the unknown W/M, the W/M looked at Clark and then exited Clark's vehicle towards a red Pontiac with no license plates. Clark advised that the red Pontiac was parked directly next to his truck and occupied by another W/M driver. Clark described the actor as a W/M with long brown but not shoulder length. He advised that the W/M actor was a slender male, with a brown mustache, approximately five feet and six inches tall, and wearing a grey hooded sweatshirt. Clark described the W/M driver as a slender male with short hair as well with no other descriptors. As the W/M actor exited Clark's truck, Clark observed him drop a fist held screwdriver type tool. The actor vehicle fled the parking lot, last heading eastbound on Woodson Rd. Clark further described the actor vehicle as a fast back faded red Pontiac, possibly a Pontiac Sunfire. Clark stated that it appeared that nothing had been taken from the vehicle. It did appear that the actor was attempting to steal Clark's truck. I observed that the driver's side door lock of Clark's vehicle had ben punched with what appeared to be a screwdriver type tool. I also observed that the ignition had been damaged as well with this same style tool. Clark estimated the damages at approximately $600. I was unable to locate any other witnesses or the suspects involved in the incident.

On 11-28-10 at about 0015 hrs. I, Officer W. B. Rogers (2715), was contacted by Brittney Ortega (Tomball PD dispatcher) in reference to a warrant service on a subject one of her officer's had detained on a traffic stop there in Tomball. Officer K. Bitz (Unit 121) advised he had John Quincy Mitchell III (W/M; dob XXXXXX) detained at that location. Officer Bitz advised that John showed to have warrants through ORNPD in SETCIC. I confirmed the warrants and retrieved them from the warrant locker at the ORNPD office. I then responded and met with Officer Bitz at the Walgreens store at FM 2920 and Kuykendahl. There I took John into custody for the outstanding warrants and transported him to MCSO jail without further incident. The four warrants are listed as follows: MOTOR VEHICLE INSPECTION VIOLATION (WARRANT # 24165501); EXPIRED REGISTRATION (WARRANT # 24165502); FAIL TO MAINTAIN FINANCIAL RESPONSIBILITY (WARRANT # 24165503); and VIOLATE PROMISE TO APPEAR (WARRANT # 241655V01) for a total fine amount of $1,187.00 . I notified warrant Officer C. Nation (2726) of this arrest. End of narrative.

On 11-28-10 at about 0129 hrs. I, Officer B. Rogers (2715), was on routine patrol at Robinson and Patsy when I observed a tan Toyota 4 door passenger car parked in the parking lot at 145 Robinson (Valero gas station). The store was closed at the time and there's usually not any vehicles in the parking lot. I then observed a white male sitting in the driver's seat of the Toyota. The male was laid back and sleeping. The Toyota was bearing Texas license plate # Y75CCH. I approached and made contact with the male. I knocked on the window and the male began to stir. It took a few minutes to get him to come around and wake up. I identified him as Grant Matthew Eneix (W/M; dob XXXX-78) by Texas picture driver's license # 21186327. He advised he thought he was at Hwy 290 and Loop 610 in Houston. While talking with him I could smell a strong odor of alcohol coming from his breath and person, and it got stronger as he spoke. His eyes were also bloodshot and glassy, and his speech was slow. I asked him to step out of the vehicle. When he did he was unsteady on his feet. He admitted to drinking alcohol just prior to my contact with him. I performed SFST tests on Grant, and he performed poorly on them. I determined Grant to be a danger to himself and others due to his high level of intoxication and due to the fact he advised he intended to drive in his current state of intoxication. Grant was restrained in handcuffs and taken into custody for Public Intoxication. The Toyota was inventoried and then towed by Milstead to 29707 W. Hawthorne (see tow slip). I then transported Grant to MCSO jail without further incident. End of narrative.

On 11-28-10 at approximately 1239 hours I, Officer M. Teske, was advised by MCSO Dispatch of a Theft Past call at Office Depot located at 27500 IH 45 North. Upon arrival I met with Office Depot store manager Edward Sebesta, w/m, dob XXXXX-81. Sebesta advised that on 11-27-10 between 1500 hours and 1700 hours, an unknown suspect stole a laptop computer, without consent. Sebesta advised the laptop was set out on the copy center counter as a "Black Friday" deal. Sebesta advised the laptop was last seen at 1500 hours. At approximately 1700 hours, the laptop was missing from the counter. The power cord to the laptop and the cardboard box for the laptop were left on the counter. He advised it is believed the suspect took the laptop, leaving the power cord and box, and walked out of the store without paying. The laptop had not been sold. I asked Sebesta if there was any video recording of the incident and he advised me there was not. All information on the suspect is unknown. Sebesta provided me with the following information on the laptop: grey Toshiba laptop computer, model # L675, serial # XA557666K, valued at $549.99. A copy of this report was sent to MCSO Dispatch so the laptop computer could be entered into TCIC/NCIC as stolen.

On 11-27-10 at approx. 2023 hours I, Officer McGrew, was dispatched to a disturbance in progress call at XXX Oak Ridge Grove. Upon arrival to the location, I was met by a W/M, later identified as XXXXXXX, Texas Driver's License number XXXXXXXX. XXXX is a XX year old white male, 603, weighing approximately 165 pounds, with blond hair and blue eyes. XXXXX TDL list his address as XXX Oak Ridge Grove. XXXXX advised that he was having a hard time with his family. He stated that he felt like he was going crazy and that he wanted to kill himself. XXXX advised that he had been in an argument with his older brother earlier and was having a hard time with his family due to the holidays. XXXX also stated that he had knocked himself out earlier by punching himself in the face. I had been to this location approximately one year ago for a similar incident. XXXX advised that he had been taking medication but does not like the way that it makes him feel. I asked XXXXX if he would go with the Montgomery County Hospital District EMS voluntarily and he advised that he needed help and that he would. I advised dispatch to have EMS en route to my location. XXXX went voluntarily with EMS to Herman Memorial in The Woodlands. I did not observe that any offense had taken place. I then returned to service.

On 11-27-10 at approximately 2125 hours I, Officer McGrew, was on patrol traveling eastbound on Woodson Rd., approaching the intersection of Woodson Rd. and Hanna Rd. I observed a white Chevrolet Tahoe, bearing Texas License Plate number 31WLX7, parked in front of the entrance door of the Exxon Quik Serv gas station that is located at the intersection. I then observed the white Chevrolet Tahoe pull forward and slam into a metal safety pole that guards the front of the business from damage. Due to the collision, I activated my emergency lights and pulled in behind the Tahoe to check the welfare of the occupants. Upon making contact with the vehicle, I could immediately detect a strong odor of burnt marijuana coming from inside of the vehicle. I could also detect an odor of alcoholic beverages coming from inside of the vehicle as well. I asked the driver, later identified as Ira Grimes, Texas Driver's License number XXXXXXXX, if he was ok. I also observed that there was a front passenger, later identified as Michael Pierson, DOB XXXXXX. I observed that Grimes appeared to be very nervous. I asked Grimes what happened and he advised that he accidentally put the vehicle in drive instead of reverse. I then asked Grimes to exit the vehicle for Officer safety and he complied. As Grimes exited, I observed, what I know to be, marijuana debris on the floorboard of the Tahoe. I asked Grimes how much he had to drink tonight and he advised that he had a couple of beers. Grimes advised that they were on location to pick up some cigarettes and that the vehicle belonged to his brother. Due to the marijuana debris, in plain view, and the strong odor of burnt marijuana coming from inside of the vehicle, I conducted a search of the vehicle for marijuana. Before the search, I asked Pierson, the front passenger to exit the vehicle and he complied. While searching the area around the front passenger seat, I found a metal pipe, commonly used for smoking cocaine, between the front passenger seat and the center console. Due to the metal pipe being located directly next to where Pierson was seated, I asked Pierson about the pipe. Pierson was hesitant but advised that the pipe belonged to him. Pierson was not in custody at this time. I asked Pierson if there was any crack cocaine in the vehicle and Pierson advised that there was not. I then returned to the same location where the pipe was found. I observed a green cigarette box in the same location as the metal pipe. I removed the cigarette box and observed a small plastic bag inside of the box that contained what appeared to be five crack cocaine rocks. Due to Pierson being in possession of cocaine, I placed him in custody for the possession of a controlled substance - penalty group one (F3). I then read Pierson then Miranda warning in view of my patrol vehicle camera. I asked Pierson about the cocaine and he first advised that it did not belong to him. Pierson later stated that the cocaine was his. While searching the vehicle, I also found a styrofoam cup that contained an alcoholic beverage. The alcoholic beverage was located in the center console cup holder.
I then returned to Grimes to assess his level of intoxication. Grimes did not appear to be intoxicated. Grimes did advise that he had been smoking marijuana just previously before arriving at the gas station. He advised that he was smoking and drinking at his brother's house. Grimes' brother arrived on location and took custody of the vehicle. Grimes was released at the scene. While searching Pierson's person incident to arrest, I observed a pack of Zig Zag papers in his right jacket pocket. Zig Zag papers are commonly used for smoking marijuana. Pierson was taken to the Oak Ridge North Police Department for paperwork. The crack cocaine was field tested using a NIK field kit and tested positive for cocaine. The cocaine, Zig Zag papers, and metal crack pipe were logged and then placed in the Oak Ridge North evidence locker. This incident was recorded on Unit 75's digital camera system. While searching the Oak Ridge North data base, I observed that Pierson had been previously arrested by the Oak Ridge North Police Department for possession of a controlled substance (crack cocaine).
