Chief Brown Terminates Six

Dallas Police Chief David O. Brown terminated Officer Kelly Beemer, #9303, Officer Johnny Rodriguez, #8200, Officer Manuel Romani, #8844, Officer James Rucker, #4759, Officer Paul Bauer, #9734 and Officer Henry Duetsch, #9179, during disciplinary hearings today.

It is alleged that on June 16, 2010, Police Officer Kelly Beemer, #9303, carried a secondary weapon while off-duty that she was not qualified to carry. It is further alleged that Officer Kelly Beemer was intoxicated in public view and engaged in adverse conduct which resulted in her arrest for Discharging a Firearm in a Municipality. Officer Beemer was hired by the department in November of 2007 and was assigned to the Central Patrol Division.

It is alleged that between December 30, 2009, through January 2, 2010, Police Officer Johnny T. Rodriguez, #8200, engaged in adverse conduct when he took property without the owner’s consent. Officer Rodriguez was hired by the department in April of 2002 and was assigned to Detention Service.

It is alleged that on May 15, 2010, Police Officer Manuel Romani, #8844, was arrested by the Forney Police Department for Driving While Intoxicated. Officer Romani was hired by the department in June of 2006 and was assigned to the Southeast Patrol Division.

It is alleged that on May 16, 2010, Senior Corporal James B. Rucker, #4759, was arrested for Driving While Intoxicated in Rockwall, Texas and failed to report his arrest in writing to a supervisor. Officer Rucker was hired by the department in January of 1984 and was assigned to the Field Services Division.

It is alleged that on September 5, 2010, Police Officer Paul Bauer, #9734, violated the Vehicle Pursuit Policy. It is further alleged that Officer Bauer was insubordinate when he failed to follow the specific order or instruction of a supervisor, failed to notify a supervisor that he was involved in an on-duty vehicle accident while operating a city owned vehicle, used unnecessary or inappropriate force and caused to be entered inaccurate, false, or improper information on a report of the Department. Officer Bauer was was hired by the department in January of 2009 and was assigned to the Southeast Patrol Division.

It is alleged that on September 5, 2010, Police Officer Henry Duetsch, #9179, violated the Emergency Vehicle Operations Policy. It is further alleged that Officer Duetsch engaged in adverse conduct when he intentionally re-positioned a Digital Video Recorder to prevent officers’ actions from being recorded and was insubordinate when he failed to follow the direct order of a supervisor to cooperate in an Internal Affairs Investigation. Officer Duetsch was hired by the department in July of 2008 and was assigned to the Southeast Patrol Division.
