SEX OFFENDER INFORMATION BULLETIN

On 06/01/97, Wisconsin State Statute §301.45 – The Sex Offender Registration and Community Notification Law - came into effect. Prior to this legislation, individuals similar to the one listed in this bulletin were being released into communities with only law enforcement agencies being notified.

Based on this law, the Grand Rapids Police Department, along with the assistance of the Wood County Sheriff’s Department, Department of Corrections and the Wood County Sex Offender Classification Review Team, is authorized to provide the following information to select areas of the community. Based on the law, neighbors in the vicinity of the residence of the offender are being notified via this bulletin.

On April 26, 2010, the following person was released and is residing at 4530 77th St. S. in the Town of Grand Rapids.

Brainard was convicted of First Degree Sexual Assault of a Child on 10/05/1994 in Rock County.

Offender Summary:

Brainard has been designated as a Level 3 Sex Offender. This is the highest classification level for the potential threat or danger to the community at large. The criminal history involving the conviction of Brainard indicates he had engaged in multiple sexual acts over a period of six years with a female household member while she was between the ages of 6-12.

Brainard is living at 4530 77th St. S. in the Town of Grand Rapids. He is a lifetime registered sex offender and has a lifetime GPS monitor which is now in place.

Please note, state law forbids the harassment of released sex offenders. Please understand the Grand Rapids Police Department wants to create a safe community but we also understand the reality that people are released from prison and must be incorporated back into the community. Brainard has met all terms and conditions and is not prohibited from lawful contact with children.
