Please see the following excerpt from an email BLRPD received from Keystone Consulting Engineers:

I wanted to confirm that we will have a 3-man crew from Keystone Consulting Engineers, Inc. entering Upper Macungie Township Authority sanitary sewer manholes on behalf of the Township/Authority on Wednesday (4/14) night into Thursday morning, and Thursday (4/15) night into Friday morning in order to perform flow monitoring. Our hours of operation will be roughly 12:00am (midnight) to 6:00am. Given these hours, I anticipate that dispatch may receive a few calls from concerned residents. Our crew will be operating from a marked company vehicle and each of the crew members will have photo identification. Note that we will try to concentrate our efforts on manholes which are located in the street and/or right-of-way, however there may be a few instances where we will need to access manholes located in easement areas. Our crews will be instructed to keep lighting and noise limited to a practical minimum.

The area of study for these two first two nights will primarily be the Applewood/Pointe West/Fogelsville area, as well as along Route 100 north of the bypass, and the Valley West Estates/Lehigh Valley West business park areas.
