Landlord Charged Following Arrest by GBPD in Alleged Sexual Extortion Scheme; Michael Zolper, 61, Green Bay
A Green Bay landlord arrested by the Green Bay Police Department has been charged in an alleged sexual extortion scheme. The suspect reportedly solicited sexual acts from tenants in exchange for avoiding eviction due to late or missed rent, or for bypassing background checks to live in one of his properties.
The Brown County District Attorney’s Office charged Michael Zolper, 61, Green Bay on February 9, 2026:
- Sexual Extortion – Threat to Property or Reputation (Engages in Sexual Conduct)
- Threats to Injure or Accuse of Crime
- Solicitation of Prostitutes – Two Counts
Zolper was arrested on February 6, 2026, and transported to the Brown County Jail without incident, following an approximate month-long investigation, which remains ongoing.
Investigators would like to speak with any additional victims who may be related to this case.

- 1800 blk of August Street
- 2000 blk of Beech Tree Court
- 100 blk of Berwyn Avenue
- 1200 blk of Cedar Street
- 900 blk of Dousman Street
- 2700 blk of Finger Road
