Madison Street Area Project overnight construction to conclude tonight; Daytime work and road closures begin tomorrow

Following resident feedback regarding overnight construction near the North Hudson Sewerage Authority’s (NHSA) Madison Street Area Infrastructure Improvement Project, the City has advised contractors to conclude emergency overnight work as soon as possible and continuous overnight work will be completed tonight. In order to accommodate this request, the emergency underground infrastructure work, and associated road closures, will shift to extended daytime hours beginning tomorrow, Friday, Nov. 14.

The original decision by the City and NHSA to perform emergency work during the overnight hours, temporarily, was made to avoid daytime water service interruptions to nearby residents and businesses, including ShopRite and daycare facilities, which would have required full or partial closures.  

To allow for the suspension of overnight work, the following road closures will be in effect:  

8 p.m. tonight, Thursday, Nov. 13, through 3 p.m. tomorrow, Friday, Nov. 14:  

  • Madison Street from Eighth Street to 10th Street 
  • Ninth Street from Monroe Street to Jefferson Street  

Monday, Nov. 17, 8 a.m. to 6 p.m.  

  • Madison Street from Eighth Street to 10th Street
  • Ninth Street from Monroe Street to Jefferson Streets 

Additional daytime emergency underground water main work, and associated road closures will continue through next week and will be found on the City’s construction website at: www.hobokennj.gov/construction. The emergency underground work is anticipated to be completed by Thanksgiving. The schedule is subject to change. 

Hoboken Police Officers will be on site during all work to assist with detours, traffic control, and pedestrian safety. Detour and variable messaging signs will also be in place. Please abide by all temporary no-parking signs. 

Local garages will be accessible during all closures, with the assistance of Hoboken Police. The ShopRite parking lot will be accessible to vehicles via Monroe Street when the Madison Street entrances are closed.  

Be advised; a few short overnight operations will still be required for remaining critical water service tie-ins, during which water service must be suspended to nearby residents and businesses. Those impacted by any water service interruptions will continue to be notified directly by the contractor. 

Ongoing curbside construction activities will be adjusted during the emergency utility construction and will resume fully following the completion of the utility upgrades. This above-ground work is not anticipated to require road closures. 

Once complete, the Madison Street Area Infrastructure Improvement project will help to mitigate rainfall flooding, prevent future water main breaks, and upgrade service reliability, with long-term improvements including the raising of the roadway, the installation of new sewers and catch basins, and replacing outdated water mains 

NHSA anticipates completing the work and fully reopening roads and sidewalks, by mid-December. This updated schedule reflects several factors that contributed to earlier delays, including underground utility conflicts, weather delays, and unexpected utility lead times. More recently, a citywide suspension of all nonessential construction projects near or connected to the water system to prevent further stress on the infrastructure temporarily paused some portions of the project, pushing back the original timeline.
