Traffic Advisory: NJDEP to close parts of 15th St. for RBD next week; 4th St. reconstruction begins Monday; 14th & Grand NHSA closure
15th Street to close overnight between Garden Street and Willow Avenue
The New Jersey Department of Environmental Protection (NJDEP) has announced an overnight closure of 15th Street between Garden Street and Willow Avenue on Monday, Oct. 20, and Tuesday, Oct. 21, from 8 p.m. to 6 a.m., for ongoing utility work associated with the Rebuild by Design - Hudson River project’s Resist structure to prevent storm surg flooding. The intersection at 15th Street and Park Avenue will remain open during work hours.
During the overnight work on Oct. 20, PSE&G crews will complete two gas tie-ins on 15th Street near Park Avenue; one on the sidewalk and the other in the center of the road. Both of these will be plated when the work is completed. Overnight, on Oct. 21, the Contractors will return to backfill and pave the roadway. Be advised, residents in the area may experience construction-related noise during the overnight work hours, but the contractor will limit noise generating activities to the greatest extent possible. All noise levels will be monitored and documented to ensure they are within permissible limits.
Access to local garages will be maintained, with assistance from Hoboken Police. Road closure and detour signs will be in place ahead of the closures. Hoboken Police will be on the site during working hours to assist with traffic mitigation, garage access, detours, and pedestrian safety.
Following this overnight work, daytime construction activities will resume on Oct. 23 and Oct. 24 on Bloomfield Street, between 14th and 15th Streets. This section of Bloomfield Street has been closed to vehicular traffic since Sept. 22, to accommodate work related to the Rebuild by Design North Resist structure. Fourth Street reconstruction project
Beginning Monday, Oct. 20, contractors will start repairs to a portion of Fourth Street, damaged during a water main break last month. The construction will require the closure of Fourth Street, from Madison Street to Jefferson Street, during the scheduled work hours of 9 a.m. to 4 p.m. The road will reopen during non-working hours.
Vehicles will detour from Jefferson Street, onto Second Street, around the construction area, and back onto Fourth Street at Madison Street. Signs will be posted in advance of the closure, and Hoboken Police will be on site to assist with traffic control and pedestrian safety.
This project, which includes curb, sidewalk, and asphalt repair, as well as paving and stripping, is anticipated to last approximately two weeks.
Update on NHSA construction at 14th and Grand Streets
Residents are reminded that the intersection of 14th Street and Grand Street is closed 24/7 as part of an NHSA project to improve stormwater management and mitigate area flooding. Drivers traveling south from 15th Street, east of Grand Street, should use Willow Avenue as an alternate.
Grand Street is also closed between 13th and 15th Streets during the scheduled work hours of 8 a.m. to 6 p.m. Outside of work hours, including overnights and weekends, Grand Street is open, but to local traffic only, as through traffic in both directions cannot pass the closure at 14th and Grand Streets. During the daytime closures of Grand Street, local garage access will continue to be provided, with the assistance of Hoboken Police officers.
The goal of this project is to reduce combined sewer overflows (CSO’s) and improve the water quality of the Hudson River. As part of the project, new storm sewer lines and curb inlets will be installed to help alleviate drainage and possible flooding issues in the drainage basins in northern Hoboken.
