SUSPECT(S): Rahson Govantes, 28-year-old resident of New York
VICTIM(S): Confidential
SUMMARY: On October 11, 2025, at approximately 2:43 p.m., deputies responded to The Shoppes at Chino Hills for a report of suspicious subjects loitering in front of Sephora. Two subjects were contacted and detained. During the investigation, deputies located several fraudulent identification cards, social security cards, and debit cards.
After interviewing the 51-year-old victim from North Carolina, it was discovered she was kidnapped and forced to travel across the country with Rahson Govantes, a 28-year-old resident of New York, and an unidentified Black female adult, to commit fraud throughout the United States to repay debts she owed.
During their travels, Govantes and the female suspect tortured and abused the victim by burning her with cigarettes and a curling iron. Govantes was arrested and booked at West Valley Detention Center for multiple felony charges.
Investigators are working to identify the female suspect and any additonal victims. Govantes' photo is being released and anyone who may have been victimized by him or anyone with information regarding this incident is urged to contact the Chino Hills Police Department at (909) 364-2000.
