Narrative:

The East County Investigations Bureau – Property Crimes Unit conducted a months-long investigation into a crime spree involving multiple thefts from vehicles and associated crimes that occurred during July through August of 2025.
 
On July 14th, 2025, detectives learned of a crime spree that occurred in the city of Thousand Oaks. The crime spree involved suspects committing numerous thefts from unlocked vehicles and tampering with additional vehicles. The suspects stole cash, credit cards, personal identifying information, and various items of personal property from the vehicles. The suspects then used the stolen credit cards at locations in the County of Ventura.  Detectives immediately launched an investigation and identified the vehicle used in the crime spree, and later identified one of the suspects involved, (S) Fernando Salinas.
 
On 9/18/2025, through a collaborative effort with the East County Investigations Bureau – Property Crimes Unit, the Los Angeles County Sheriff’s Department arrested Salinas on unrelated residential burglary charges.
 
On 9/19/2025, Detectives obtained an arrest warrant for Salinas for the crimes committed in Thousand Oaks. The charges filed against Salinas by the Ventura County District Attorney’s Office included: PC 530.5(a) – Identity Theft, PC 487(a) – Grand Theft, PC 182(a)(1) – Conspiracy to Commit a Crime, and PC 666.1(a)(1) – Petty Theft with Two Priors.
 
Salinas is currently in custody with the Los Angeles County Sheriff’s Department. He will be extradited to the Ventura County Sheriff’s Office once he is released from jail in Los Angeles County. This investigation is still ongoing, and detectives continue their efforts to identify the other suspects involved in the crimes.
 
The East County Investigations Property Crimes Unit would like to remind the public to keep their vehicles locked and secure, and to remove any valuables from the vehicle when not in use. Remove it, lock it, keep it. The city of Thousand Oaks is an extremely safe community. However, this sense of safety is occasionally exploited by the criminal element.
