NJDEP announces RBD Marin Blvd. Closure & Bloomfield St. project scheduled to start Monday, Sept. 22; Inspectors to be on both sites

Marin Boulevard closure to begin Sept. 22 

The New Jersey Department of Environmental Protection (NJDEP) has announced the closure of Marin Boulevard/Henderson Street between 18th Street in Jersey City and Observer Highway in Hoboken will begin at 7 a.m. on Monday, Sept. 22. The closure, originally scheduled to begin earlier this summer, will allow for the next phase of construction of the Rebuild by Design - Hudson River (RBDHR) project’s Resist – South structure, to help protect Hoboken as well as parts of Jersey City and Weehawken from storm surge flooding. This phase of construction, and the related 24/7 road closure, is anticipated to last approximately four months.  

During construction, the NJDEP will relocate underground utilities and install the foundation for a deployable floodgate. The closure is necessary due to the location of the gate crossing in the roadway as well as related site work, including micro pile and sheet pile installation, Resist structure concrete wall construction, the installation of gate rails, and new concrete curbs and sidewalks, along with the size of the equipment needed to perform the construction.    

Traffic mitigation plans will be implemented prior to the closure, including temporary roadway striping and signage changes, extended turn lanes, a shared bike and pedestrian path on Grove Street, real-time traffic monitoring, traffic signal timing changes and more. Hoboken and Jersey City Police Officers will be on site during work hours, to assist with traffic control and pedestrian safety. Construction on Resist – North to begin on Bloomfield Street 

The NJDEP has additionally announced crews will begin work on Sept. 22, in uptown Hoboken on Bloomfield Street, to further advance construction of the Resist – North structure of the RBD – Hudson River project.  

The work, which includes protection of existing utilities, installation of the foundation and wall stems of the Resist structure, and installation of rail embeds for a flood gate, will require the 24/7 closure of Bloomfield Street to vehicles and bicycles between 14th and 15th Streets. The sidewalk on the east side of Bloomfield Street will remain open for pedestrian access to local businesses. Access to private garages in the closure zone will be maintained during construction. Traffic mitigation measures including signs, barriers, and a new traffic signal, will be implemented in advance of the work. More specifically, a new traffic light has been temporarily installed at the intersection of Bloomfield Street and 14th Street to help minimize impacts to traffic during construction. This phase of the project is expected to take approximately four months.  

Detour signs will be in place, and the community will be advised of any temporary parking changes at least three days in advance. Hoboken Police Officers will be o site to assist with traffic control and pedestrian safety. VMS boards will also be deployed to help remind residents of these changes. 

Essential RBD work to continue with Inspectors 

The City of Hoboken recently announced a suspension of all nonessential construction projects that are either adjacent to, or interface, with the City’s water system. The projects noted above and other active RBD work zones on Washington Street are considered essential, and no work is expected to affect the City’s water mains. The NJDEP has been briefed on Hoboken’s updated construction policies and has ensured the administration and our engineers, that these projects will adhere to all current standards, including having City inspectors on site whenever work occurs near water infrastructure.
