Both men were taken into custody on July 28, 2025, by the Green Bay Police Department, in collaboration with the U.S. Marshals Service Eastern Wisconsin Violent Offender Task Force and transported to the Brown County Jail.
The victim, Carlos Otero-Aviles, 30, Green Bay, was shot in the parking lot of an apartment complex in the 1700 block of Western Avenue while attending a child’s birthday party, according to witnesses.
No other injuries were reported in the incident.
This remains an active investigation. No further details will be released at this time.

UPDATE: Suspect Charged in 2023 Homicide; Christian Rivera-Pica, 41, Green Bay
A 41-year-old Green Bay man, one of two suspects arrested in connection with a fatal shooting on the city’s west side on November 3, 2023, has been formally charged.
The Brown County District Attorney’s Office charged Christian Rivera-Pica on August 12, 2025:
- First Degree Intentional Homicide
- PTAC, as a Party to a Crime
- Use of a Dangerous Weapon
