The New Jersey Department of Environmental Protection (NJDEP) has announced Marin Boulevard/ Henderson Street between 18th Street in Jersey City and Observer Highway in Hoboken will close 24/7 starting on or about Monday, Aug. 25, for construction of the Rebuild by Design - Hudson River project’s Resist structure, which will help protect Hoboken from storm surge flooding. The construction is anticipated to take approximately four months.  

During construction, the NJDEP will relocate underground utilities and install the foundation for a deployable floodgate. The closure is necessary due to the location of the gate crossing in the roadway as well as related site work, including micro pile and sheet pile installation, resist structure concrete wall construction, the installation of gate rails and new concrete curbs and sidewalks, along with the size of the equipment needed to perform the construction.   

To help vehicular circulation and pedestrian and bicycle access, traffic mitigation plans will be implemented including:   

• Temporary roadway striping and signage changes to extend turn lanes on detour roads. 
• A shared bicycle and pedestrian path along Newark Street between Grove and Henderson Streets, for those detoured from Henderson Street.  
• A two-way protected bicycle lane along Grove Street between Newark and 18th Streets.  
• Variable message signs to provide detour notifications in advance of, and during, the detour.  
• Real-Time traffic monitoring and analysis using Miovision cameras and Flowlabs software.  
• Traffic signal timing changes at up to 13 intersections in the area.  
• Hoboken and Jersey City Police Officers positioned for traffic control and pedestrian safety. 
• Closures added to navigation apps, including Waze and Google Maps.  

To avoid multiple closures in the same area, the NJDEP has scheduled construction concurrently with NJ Transit’s flood prevention work for the Long Slip Fill and Rail Enhancement project, which also requires work on Marin Boulevard/Henderson Street.  

The RBDH project is a comprehensive flood protection system designed to safeguard portions of Hoboken, Jersey City, and Weehawken against storm surge flooding. During Hurricane Sandy, this type of flooding inundated the City with over 500 million gallons of water causing more than $100 million in private property damage. The project will integrate this flood-resistant infrastructure with new community amenities. In southern Hoboken, the Resist structure will be integrated into the urban landscape taking the form of wayfinding signage, planters, seating, public art, and more. In northern Hoboken, the Resist structure will run through the newly constructed Harborside Park, anticipated to be completed in 2027.
