The Green Bay Police Department, in collaboration with the U.S. Marshals Service Eastern Wisconsin Violent Offender Task Force, has arrested two Green Bay men, ages 40 and 41, in connection with a fatal shooting that occurred on the city’s west side on November 3, 2023.
The suspects were located by authorities on July 28, 2025, and transported to the Brown County Jail.
The victim, Carlos Otero-Aviles, 30, Green Bay, was shot in the parking lot of an apartment complex in the 1700 block of Western Avenue while attending a party, according to witnesses.
No other injuries were reported in the incident.
This remains an active investigation. No further details will be released at this time.
Green Bay Police continue to ask witnesses to come forward.
