Deputies in Chino Hills Arrest Two Men in the Station's Lobby for Possession of Burglary Tools

LOCATION: 14077 Peyton Dr., Chino Hills, Ca.
SUSPECT 1: Jose Vasquez, 42-year-old resident of Norwalk
SUSPECT 2: Alberto Martinez, 31-year-old resident of Norwalk.
VICTIM(S): State of California.
SUMMARY: On November 5, 2024, California voters passed Proposition 36, “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reformed multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction, and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies can apply during arrests when appropriate. These new charges can carry enhanced sentencing and prevent offenders from being cited and released before their court appearance. The following is an arrest where Proposition 36 was applied:
On May 7, 2025, deputies from the Multiple Enforcement Team contacted two subjects, Jose Vasquez and Alberto Martinez, in the lobby of the Chino Hills Police Station and learned both subjects had active warrants.
During a vehicle search, deputies located methamphetamine, stolen credit cards, a credit card skimming device, and burglary tools. A criminal history inquiry revealed both suspects had prior convictions, which made them eligible for Prop 36 enhancements. Both suspects were arrested and transported to the West Valley Detention Center for booking.
