Update: Deputies Identify and Arrest Man for Murder and Hit and Run After He Struck a Pedestrian with His Vehicle

INCIDENT: Fatal Hit and Run Traffic Crash
LOCATION: Bear Valley Road / Mesa View Drive, Victorville
SUSPECT(S): David Shynovick, 59-year-old Resident of Phelan
VICTIM(S): Wilian Castro Vargas, 32-year-old Resident of Victorville

Following an extensive investigation, investigators learned David Shynovick drove a 2013 Chevrolet Impala when he hit and killed Wiliam Castro Vargas. Investigators collected evidence indicating Shynovick drove under the influence of an alcoholic beverage at the time of the crash.
On April 22, 2025, deputies from the Victorville Police Department’s Major Accident Investigation Team, with assistance from the Sheriff's Specialized Enforcement Division, served a search warrant at Shynovick's residence. Shynovick was arrested and booked into custody at the High Desert Detention Center for violation of California Penal Code 187(a) - Murder and California Vehicle Code 20001(a) - Felony Hit and Run.

SUMMARY: On Saturday, April 19, 2025, at approximately 12:56 a.m., deputies from the Victorville Police Station, and rescue personnel from the Victorville Fire Department and American Medical Response, responded to a traffic crash on Bear Valley Road, west of the intersection with Mesa View Drive, in the city of Victorville.
Upon arrival, deputies located a deceased male. It was determined the male was struck by an unknown vehicle. Following the crash, the suspect vehicle fled the scene.
The Victorville Police Station Major Accident Investigation Team responded and assumed the investigation. It was learned the suspect vehicle drove west on Bear Valley Road. The front end of the vehicle struck the pedestrian as the pedestrian crossed the roadway. Following the crash, the suspect vehicle fled the scene. The investigation is still ongoing, and investigators are asking for assistance from the public to develop suspect leads.
The cause of the crash is under investigation. Bear Valley Road was closed for the duration of the investigation.
