LOCATION: 10700 block of Valley Cedar Avenue, Bloomington (Cedar Village Mobile Home Park)
SUSPECT(S): Rolando Guillen Ochoa, 58 years of age, resident of Bloomington

SUMMARY: On Thursday, July 25, 2024, at approximately 3:57 p.m., Field Training Officer Nunez and his trainee, Deputy Valencia, responded to a call for service involving a possible hit and run incident between a pickup truck and a maintenance golf cart at the above location.
As deputies conducted their investigation, they learned a subject, later identified as 58-year-old Rolando Guillen Ochoa, intentionally rammed his pick up truck into the maintenance golf cart several times while the the victim was on it. Ochoa fled the location after the assault with his vehicle and was spotted trying to flee by Nunez and Valencia. Deputies caught up to the pickup truck and conducted a felony traffic stop on the vehicle, driven by Ochoa, near the main exit of the complex.
Ochoa lit his vehicle on fire, drove for a short distance and stopped while he remained inside. Ochoa finally exited his vehicle and threw himself on the floor next to the driver's door as the vehicle became completely engulfed in flames. Nunez checked for any additional occupants remaining inside the cab, while Valencia approached Ochoa on the ground.
Nunez and Valencia grabbed Ochoa, pulled him away from the vehicle as it began to explode, and removed him from danger. Several unoccupied vehicles parked next to the community swimming pool where the incident took place caught on fire and were severely damaged. Nunez and Valencia requested assistance from the fire department and began evacuating the area where multiple homes were also located.
The San Bernardino County Fire Department responded extinguished the vehicles on fire. The residents in the area were not harmed and their homes were protected during this incident. Arson Investigators from the San Bernardino County Fire and Sheriff's Department arrived and took over the investigation.
Ochoa was transported to Arrowhead Regional Medical Center for treatment and subsequently booked at the West Valley Detention Center where he remains in custody.
