The City of Hoboken and New Jersey Department of Environmental Protection (NJDEP) invite residents to a virtual public meeting on June 20 at 6 p.m. to learn more about the construction of the southern and northern Resist structure of the Rebuild by Design Hudson River (RBDH) project. When complete, the comprehensive project aims to protect Hoboken from storm surge flooding.

The NJDEP will continue construction of the northern portion of the Resist structure in the public right-of-way starting on or after June 24 and break ground on the southern Resist structure in the public right-of-way in Hoboken on or after Monday, July 8. The Resist structure will serve as key infrastructure to mitigate storm surge flooding and will be integrated into the urban landscape through seating, way finding signage, and more.
Northern Resist Structure construction activities will expand to the south of Harborside Park into the public right-of-way on Garden Street between 14th and 15th Streets and Washington Street between 13th and 15th Streets from 8 a.m. to 6 p.m. and are anticipated to be completed in early 2025. The Contractor will revisit this area in the future for additional construction related activities such as gate installation and other items. The RBDH project is anticipated to be completed in 2027.
Throughout northern construction, the NJDEP may remove certain street trees along Garden Street, only where necessary, in collaboration with the City’s Shade Tree Commission as FEMA guidelines dictate that tress are not permitted within 15 feet of the structure’s foundation. To ensure there are no adverse impacts on the community, the NJDEP will plant new trees elsewhere in the City, including along Garden Street and within the expanded Harborside Park at completion of the project.
The initial phase of southern Resist structure construction activities will occur within the public right-of-way on Washington Street between Observer Highway and Newark Street between 8 a.m. and 6 p.m. on weekdays beginning on or after Monday, July 8.
Temporary No Parking signs will be posted. No lane closures or NJ Transit bus detours are expected at this time, but Hoboken Police Officers will be on site to manage traffic flow.
To accommodate displaced users of the loading zone on Washington Street between Observer Highway and Newark Street, the Department of Transportation & Parking will temporarily extend the length and hours of the loading zone on the east side of Washington Street between Newark Street and First Street. The new loading zone hours will be Monday through Friday, 8 a.m. to 7 p.m.
The RBDH project, which broke ground in the spring of 2021, recently completed the replacement of certain underground sewers in portions of north and south Hoboken to help prevent storm surge from breaching Hoboken underground and will complement the above-ground Resist structure of the project.
The City and NJDEP also recently broke ground on Harborside Park, located on nearly 3-acres at 15th Street and Park Avenue, which will mitigate storm surge flooding from the Hudson River while providing the community with open space amenities including a playground, amphitheater, dog run, and more.
The U.S. Department of Housing and Urban Development authorized funding for the project following a design competition triggered by the widespread flooding from Superstorm Sandy in October 2012. The RBDH project stands as a national benchmark for resilient infrastructure, incorporating a comprehensive approach to resilience with four integrated components: resist, delay, store, and discharge, aimed at effectively managing hazardous weather events
These components encompass a blend of infrastructure and soft landscaping to fortify against storm surge and rainfall flooding, interconnected infrastructure to manage and control stormwater runoff, and drainage projects with water pumps to facilitate controlled drainage during and after storms.
