LOCATION: 12500 block of 4th Street, Yucaipa

SUSPECT(S): Ryan Karl Silva, 45-year-old male resident of Yucaipa
                        Tiffany Marhoun, 40-year-old female resident of Yucaipa

VICTIM(S): Confidential 


SUMMARY: Deputies and Yucaipa Fire Department/CAL FIRE were dispatched to the area of 4th Street and Avenue E for a report of an explosion and a fire. The origin of the fire was suspicious in nature and investigators from CAL FIRE Law Enforcement were requested. 

Deputies and CAL FIRE Law Enforcement conducted a joint investigation regarding the incident. During the investigation, law enforcement learned there were multiple explosions at the location over the previous week. Additional investigation was conducted with the assistance of the CAL FIRE/State Fire Marshal Arson and Bomb Investigators as well as their canine partners, accelerant K9 Mocha and explosive K9 Flash.  

The post blast examination, destructive device remnants, and video evidence led to the identification of Ryan Silva as a possible suspect. Through investigative leads, it was learned Silva was stalking his ex-girlfriend. CAL FIRE Investigators and deputies obtained a search warrant for Silva's residence and an arrest warrant for Silva.

On December 21, 2023, CAL FIRE Investigators, Yucaipa sheriff's deputies, along with the assistance of the Sheriff's Specialized Enforcement Detail, served the search warrant at Silva's residence and located additional evidence related to the crime. Suspected methamphetamine as well as an unserialized gun were also located at the residence and additional charges are pending.

Tiffany Marhoun was contacted at the residence and arrested for a separate charge of possession of a controlled substance.

Silva was arrested for stalking and unlawful possession of an explosive device and will be booked at a local San Bernardino Jail. His bail is set at $500,000.

Marhoun was arrested and booked at Central Detention Center in San Bernardino.
