Narrative:
On January 15, 2020, detectives from the Ventura County Sheriff’s Office Narcotics Street Team contacted and arrested Samuel Sullivan of Thousand Oaks for possession of narcotics and a loaded firearm. 
 
During the month of December 2019, detectives with the Thousand Oaks Directed Enforcement Unit (DEU) developed information related to narcotics sales and other illegal activities taking place throughout the City of Thousand Oaks.  DEU Detectives provided the information to the Sheriff’s Narcotics Unit for follow up. 
 
During the month of January, 2020, Detectives followed up on information and identified Samuel Sullivan of Thousand Oaks as a subject involved in the illegal use, possession and possession for sales of narcotics.  Detectives also determined Sullivan was possibly in possession of an unlawfully obtained firearm. 
 
On January 15, 2020, detectives conducted surveillance and located Sullivan driving his vehicle in the area of Moorpark Road and Gainsborough Road in Thousand Oaks.  Detectives conducted a traffic enforcement stop on Sullivan for a minor traffic violation.  During the contact, Sullivan was arrested on suspicion of being under the influence of a controlled substance.  During a search of his person, detectives located a syringe loaded with heroin in Sullivan’s pants pocket.  Detectives also located a loaded, stolen firearm on the front passenger seat of the vehicle. 
 
Based on the investigation, Sullivan was arrested for various narcotics and firearms possession charges.  Sullivan was booked at the Pre-Trial Detention Facility and is awaiting court proceedings.      
 
The Narcotics Street Team is comprised of Narcotic Detectives from the Ventura County Sheriff’s Office and the Oxnard Police Department.
