SUMMARY:
On Wednesday, January 15, 2020, at approximately 12:16 p.m., deputies assigned to the city of Grand Terrace responded to a disturbance in the 12000 block of Preston Street. When deputies arrived, they spoke with a female victim who told them she had a restraining order against a male subject, whom she identified as her ex-boyfriend Cesar Navarette. According to the victim, Navarette came to her residence, brandished a firearm and threatened to harm the victim, her family, and himself. The victim fled and Navarette barricaded himself inside her residence; the victim was unharmed.

Sheriff's deputies approached the residence and made numerous attempts to negotiate with Navarette to exit the residence and surrender, but he refused to comply. The Sheriff's Department's Specialized Enforcement Division and Crisis Negotiation Team responded to the scene to assist with the incident. After several hours of speaking with Navarette, sheriff's negotiators convinced Navarette to surrender and he was arrested without incident. A replica handgun was located in Navarette's possession.
