On December 10, 2019, the Ventura County Board of Supervisors approved the acquisition of a case management system from SAS Institute Incorporated. SAS provides analytical solutions to various industries including law enforcement. The Ventura County Sheriff’s Office will be purchasing a case management and analytical platform from SAS to streamline and create more efficient workflow for Sheriff investigators and to better protect the citizens of Ventura County.

The Sheriff’s Office utilizes several different data sources to conduct investigations, risk assessments, and officer safety situational awareness. The current practice is to use various access points and databases to gather the information needed to combat crime and keep our communities safe.

The SAS analytics platform will be utilized as the primary point of access to gather information that previously was accessed via multiple databases. The integration of databases and fields will allow for more efficient investigations, more proactive patrol/crime suppression tactics, intelligence sharing, and real time situational awareness for Sheriff’s Deputies, the Advanced Real Time Information Center, and Criminal Intelligence Analysts.

The SAS Case Management solution will allow for integration between analytical data points and the management of a case or numerous cases. Investigators will be able to update case notes and tasks via one log on, store video and audio multimedia, share case information with the District Attorney’s Office and other law enforcement agencies via electronic means, as well as allow for better resource management on case assignments.

The Sheriff’s Office recently received funding from the California Department of Justice for the tracking of Armed Prohibited Persons (APPS). Traditionally, the D.O.J. has been responsible for tracking and removing firearms from persons that are placed on the APPS list. A pilot program was created with the assistance of Assemblymember Jacqui Irwin to determine if local agencies can be more efficient at removing firearms from prohibited persons. A portion of the grant was used to fund the software purchase.

With the use of the SAS Analytics and Case Management platform, the Sheriff’s Office will be able to gather/disseminate intelligence, investigate, and track the removal of firearms from persons on the APPS list and removal of those that are no longer possessing firearms. This information will benefit all law enforcement agencies in Ventura County and allow us to remove firearms from those individuals that are prohibited by law from possessing them.
