A cyber tip led Investigators to arrest a Bloomington man for Sending Harmful Matter to a Child

SUSPECT: Carlos Castellanos, 30 years old, resident of Bloomington
SUMMARY:
Investigators from the San Bernardino County Sheriff's Department, Crimes Against Children Detail (CAC) and Fresno Police Department began an investigation into a cyber tip that was reported by an Electronic Service Provider (ESP) and a female, juvenile victim. The victim lives in Fresno. The cyber tip contained various images, videos and text messages that indicating an adult male was having communication of sexual nature with the victim. Through investigation, investigators from CAC and Fresno Police Department determined the ESP account belonged to the suspect, Carlos Castellanos.
On Wednesday, November 20, 2019, personnel from the San Bernardino County Sheriff's Department, Specialized Enforcement Detail (SED) arrested Castellanos in the city of Bloomington. At the end of an interview with Castellanos, he was arrested for sending harmful matter to a minor. Castellanos was subsequently booked into Central Detention Center.
