Update 11/19/19 8:25 a.m.:
Officers have located the victim's vehicle.

Detectives would still like to speak to those witnesses and are asking them to call Police Dispatch at 3-1-1 (option #1).

Update 11/18/19 @ 7:10 PM:
While Nellie Serradell was being driven to APD Headquarters for questioning earlier this evening, she experienced medical issues. She was transported for medical treatment; she will be remanded on her outstanding warrant once she is released from the hospital.
 
At the same time that Serradell was taken into custody, 55-year-old Lincoln F. Courville and 52-year-old Bryant K. Brown were also detained.  After being questioned at APD Headquarters, both Courville and Brown were remanded at the Anchorage Jail on the charge of Hindering I. Both Courville and Brown were known associates of Serradell.  As such, detectives had contacted them multiple times throughout this investigation regarding Serradell being wanted on felony charges.  It has been determined that both men were with Serradell for several hours today before police were called.
 
Surveillance footage in the area shows that Serradell was in the middle of the road on Dimond, between Arctic and C Street, actively attempting to stop multiple vehicles in the early morning of November 17th (prior to the kidnapping which took place at 5:45 AM).  Detectives would like to speak to those witnesses and are asking them to call Police Dispatch at 3-1-1 (option #1).
 
Police are still looking for the 2009 Saturn Vue, JRE860, and the witness who had contact with Serradell at Dimond and Arctic.

Update 11/18/19 @ 4:45 PM:
At 3:58 PM on November 18, 2019, APD Dispatch received a call from a citizen who stated he was with Nellie Serradell and that she wanted to turn herself in to police.  Officers responded to Americas Best Suites at 4360 Spenard Road, made contact with Serradell, and took her into custody without incident.  Serradell is being transported to the Anchorage Police Department for questioning by detectives.
 
Police are still looking for the blue 2009 Saturn Vue, Alaska license JRE860, and for the witness who had contact with Serradell at Dimond and Arctic prior to Serradell having contact with the victim.

Update 11/18/19 @ 10:04 AM:
Detectives have determined Nellie Serradell is the suspect in this investigation.
 
The additional information from the preliminary investigation found that the suspect flagged down the victim, who was driving a blue 2009 Saturn VUE, at the intersection of Dimond Boulevard and C Street around 5:45 a.m. The suspect told the victim she needed help and was allowed to get into the victim’s vehicle. At some point after they started driving, the suspect physically assaulted the victim and said she had a gun. The victim was kidnapped due to the threat of the gun and was told to continue to drive. During this time, the victim was sexually assaulted.  Between 6:30 a.m. and 7 a.m., they pulled into the Shell gas station (901 East 15th Avenue) and the victim was able to escape. The victim went inside and called 911. The suspect got into the driver’s seat and drove off in the victim’s vehicle.

There is no indication at this time the victim and the suspect know each other.
 
A warrant has been issued for the suspect’s arrest on multiple charges including Kidnapping 1, Sexual Assault 1, Sexual Assault 2, Assault 3, Robbery 1 and Vehicle Theft 1.
 
Detectives need the public’s help in locating the suspect, the victim’s vehicle and now a witness (see attached photos) in this investigation.
 
The witness was driving a light colored SUV type of vehicle with snow on its roof. Prior to the victim picking up the suspect in this investigation, the witness had contact with the suspect at intersection of Dimond Boulevard and Arctic Boulevard.
 
Nellie Serradell (25-years-old) is considered armed and dangerous. Do not approach her. Call 911.  She is described as an Alaska Native female, 5’5” tall and 125 pounds. She has long black hair, brown eyes and a tattoo under her right eye. She was last seen wearing a black jacket, cheetah pants and red shoes.
 
The stolen blue 2009 Saturn VUE has an Alaska license plate with JRE 860. The attached photo is an example and not the actual vehicle.

Original 11/17/19 3 p.m.:
The preliminary investigation found that on 11/17/19 around 7 a.m., Dispatch received a report of a kidnapping that occurred in the area of Dimond Boulevard and C Street involving an adult female suspect and an adult female victim.
 
The circumstances of the kidnapping are still under investigation. The victim has been located and questioned by detectives. There is no additional information to release at this time.
 
Detectives need the public’s help in locating a person of interest and the stolen vehicle (see attached photos) in this investigation.
 
The person of interest has been identified as Nellie Serradell (25-years-old). She’s described as a Alaska Native female, 5’5” tall and 125 pounds. She has long black hair, brown eyes and a tattoo under her right eye (see attached photo). She was last seen wearing a black jacket, cheetah pants and red shoes. Detectives believe she has information to help solve this case.
