***UPDATE***
On November 15, 2019 at 0616 hours, members of the Petaluma Police Department and the Concord Police Department arrested David Kyle Lubkin of Concord for 187(a) PC, murder, in connection with the shooting death of the Ezequiel Garcia which occurred on September 28, 2019.
 
After extensive investigation over the past six weeks, Lubkin was identified as the sole suspect in this homicide investigation.  It appears that Lubkin and Garcia mutually agreed to meet at the Petaluma Factory Outlets and during that meeting an altercation may have ensued resulting in the shooting death of Garcia.  This investigation is ongoing and no further information regarding the motive for this shooting is available at this time.
 
Lubkin was taken into custody without incident and was booked at the Contra Costa County- Martinez Detention Facility for the violation of 187(a) PC.  After Lubkin’s arrest the Petaluma Police Department’s Investigations Team executed a search warrant at Lubkin’s residence.

***ORIGINAL PRESS RELEASE***
On September 28, 2019, at approximately 8:00 PM, the Petaluma Police Department received numerous reports of gunshots heard in the area of Petaluma Factory Outlets.  Simultaneously, there was also a report of a solo vehicle accident in the parking lot of the Petaluma Factory Outlets.  Officers responded to the scene and located a vehicle that had been involved in a solo vehicle accident in the southern parking lot.  The vehicle was still occupied by an adult male driver who was unconscious and appeared to have sustained a gunshot wound.  Officers requested emergency medical assistance and began rendering aide to the driver.  Members of the Petaluma Fire Department arrived on scene and continued providing medical aide to the driver.  Despite the attempts of the officers and the firefighters the driver ultimately passed away at the scene.
 
Detectives from the Petaluma Police Department Investigations Team were called to take over the investigation.  Detectives are still currently on scene gathering information regarding this incident.  The Sonoma County Sheriff’s Office Coroner Unit was contacted and took custody of the driver.  The identity of the driver is not being released at this time pending notifications by the Coroner’s Unit.
 
The investigation is still in the preliminary stages and no further information is available at this time.
