Commercial vehicle traffic in the City of Moorpark on the Los Angeles Avenue corridor poses a significant public safety concern. The Moorpark Police Department recognizes that concern and has a proactive enforcement program to optimize traffic safety in the city.
 
The Moorpark Police Department Traffic Unit has several deputies extensively trained in the area of commercial truck enforcement. These deputies have been to highly specialized schools for this type of work and they fill various shifts throughout the week, including weekends, with funding by the City of Moorpark specifically designated for this purpose. A large number of commercial vehicles travel through Moorpark on a daily basis. The Moorpark Police Department strictly enforces commercial truck laws in the city limits of Moorpark in an effort to keep traffic on our roadways operating smoothly and safely. This media release details ten days of recent commercial vehicle enforcement and is representative of activity of the traffic unit throughout the year.
 
On 10/20/2019 at about 9:06 a.m., deputies from the Moorpark Traffic Unit stopped a loaded tractor-trailer on Los Angeles Ave near Edenbridge Ave for expired registration. The tractor was expired since 2015. The driver of the tractor-trailer was owner/operator Jason Palma.  After a short investigation, Palma was cited and released for not having a commercial driver’s license, expired registration, and no insurance. Palma’s tractor-trailer was towed incident to the expired registration and driver’s license violation. The investigation also later revealed Palma was operating his tractor-trailer without a California Motor Carrier permit, which is a misdemeanor. Palma was again contacted and arrested for that charge four days later on 10/24/2019. Palma returned to the Moorpark Police Station on 10/29/2019 and presented falsified DMV registration paperwork in an effort to get his truck released. The release was denied pending full and proper vehicle registration and Palma was arrested and booked into the Ventura County Jail on a felony charge of providing false information on a DMV form.
 
On 10/25/2019 at about 2:48 p.m., units from the Moorpark Traffic Unit stopped a tractor-trailer on Los Angeles Ave near Shasta Ave for driving recklessly. The driver of that tractor-trailer was driving approximately 60 mph in the improper lane and also abruptly changing lanes and braking to avoid colliding with other vehicles including another tractor-trailer. Based on the driving pattern and the immediate suspicion of drug use by the driver upon contact by the officer, a Driving Under the Influence investigation was conducted. It was determined the driver, Sukhkaran Singh, was under the influence of a methamphetamine and his ability to safely operate the tractor-trailer was impaired as a result of the illegal drugs in his system. Singh was arrested and booked into Ventura County Jail for violating Vehicle Code 23152(f)-DUI drugs and Health and Safety Code 11550(a)-Being under the influence of a controlled substance. The tractor-trailer was towed incident to the driver’s arrest.
 
During this ten day time period, officers from the Ventura County Sheriff’s Office Moorpark Police Department Traffic Unit made enforcement stops on 48 commercial vehicles, wrote 42 citations, and towed 11 tractor-trailers.
 
In addition to the above information, the Moorpark Police Department would like to announce that Captain Victor Fazio and Public Works Director Sean Corrigan will be presenting a community workshop to the Moorpark City Council and the public on November 13, 2019, at 6:30 p.m. This presentation will detail the past development and future plans of L.A. Ave as well as current enforcement and safety efforts undertaken by the city.  The program will take place in the Apricot Room (City Council Chambers).
