Wilmington Police arrest two on drug charges after officers observe drug transaction: 
Wilmington Police have arrested a man and woman observed by officers while engaged in a drug transaction.
On October 23 at approximately 4:28 p.m., members of the Drug, Organized Crime and Vice Division were in the 2700 block of Lancaster Avenue when they observed 54-year-old Amanda Hart and 31-year-old Dominic Boyd engaged in a drug transaction. Both individuals were stopped and taken into custody without incident.
Hart was issued a summons for possession of marijuana.
Boyd was charged with possession of a controlled substance with intent to deliver. He was arraigned in Justice of the Peace Court 11 and released on $10,000 unsecured bail.
